MINUTES <br />CITY COUNCIL <br />JANUARY 10, 1996 <br />Fahey asked if Finsness would do the design. <br />Finsness replied that he could. <br />Fahey pointed out that the City not only has to deal <br />with the roof issue, but others as well. Fahey stated <br />that he wanted to know the bare minimum that could be <br />done to the building as well as determine the long-term <br />uses the City needs to address. <br />The City Administrator felt a roofing contractor should <br />look at the roof and determine what can be done to <br />extend the life of the existing roof. In the long term <br />replacement of the roof might be necessary, but the <br />City has not determined its long-term needs yet. <br />Morelan again stated that he felt the next step would <br />be for the committee to get together, reviewing the <br />options as well as long-term needs. Morelan also felt <br />that a roofing contractor should be contacted to look <br />at the existing roof and give the City some ideas on <br />what is necessary to extend its life. <br />Fahey suggested that the entire Council meet with the <br />committee in a workshop session. Fahey asked that the <br />City Administrator prepare a summary of the issues for <br />the committee's review, including cost estimates, <br />minimum ADA requirements, public occupancy versus cold <br />storage. <br />It was the consensus of the Council that the workshop <br />be scheduled for 6 P.M. on Wednesday, February 14th. <br />Fahey asked that committee members be advised that the <br />cost of upgrading the old fire hall may be prohibitive, <br />and that they be thinking of possible alternatives <br />which will address their needs. <br />REFUSE/ The City Administrator presented an amended Refuse/ <br />RECYCLING Recycling Ordinance for the Council's consideration. <br />ORDINANCE The Administrator informed the Council that a resident <br />of North Star Estates has expressed concern that the <br />mobilehome park does not allow refuse to be put out for <br />collection in cans. Only bags are allowed. The <br />Administrator pointed out that the Ordinance provides <br />for collection of refuse in typically-approved <br />containers. Bags are not considered a typically- <br />approved container, except for low-volume service. The <br />Administrator also noted that the ordinance requires <br />that mobilehome parks provide the City with a refuse <br />plan for centralized pick-up as an alternative to cans <br />should they so chose. <br />17 <br />
