MINUTES <br />CITY COUNCIL <br />JANUARY 24, 1996 <br />entryway areas. <br />The Administrator pointed out that the Development <br />Agreement requires a$200,000 expenditure on the <br />exterior of the building. The Administrator reported <br />that he has told the owners that the City's <br />expectations are for a great-looking building. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 96-1-27 - APPROVING THE MARKET PLACE <br />SHOPPING CENTER EXTERIOR ENHANCEMENTS AS PRESENTED BY <br />TI-IE PROPERTY OWNERS SUBJECT TO RECEIPT OF CONSTRUCTION <br />DOCUMENTS AND REVIEW AND APPROVAL OF THE BUILDING <br />OFFICIAL AND SUBJECT TO THE REPRESENTATION THAT THE <br />BUILDING WILL LOOK GREAT WHEN TI-IE WORK IS COMPLETED <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Morelan, LaValle, Fahey, Scalze, Pedersen. <br />Nays (0). Resolution declared adopted. <br />MAS5AGE The City Attorney presented two ordinanoes to the <br />TIIERAPY Council for their review and approval, both dealing <br />ORDINANCE with the issue of massage therapy. The first ordinance <br />provides a definition of massage therapy, and the <br />second allows for massage therapy as an accessory use <br />to a beauty salon business. The Attorney pointed out <br />that this ordinance is similar to the one in effect in <br />the City of Roseville. <br />Morelan pointed out that the ordinance provides for an <br />application fee of $150 as well as a$300 license fee <br />per year if the license is granted. Morelan felt that <br />the fee seemed too high in relation to the amount of <br />work required of staff to process the license <br />application. <br />LaValle pointed out that there is also a$75 license <br />fee for each individual masseuse. <br />Pedersen pointed out that the current Massage Parlor <br />Ordinance was still in effect, and asked what <br />assurances there are that allowing massage therapy will <br />not result in the opening of massage parlors within the <br />City. <br />10 <br />
