MINUTES CITY COUNCIL JANUARY 24, 1996 entryway areas. The Administrator pointed out that the Development Agreement requires a$200,000 expenditure on the exterior of the building. The Administrator reported that he has told the owners that the City's expectations are for a great-looking building. Mr. Morelan introduced the following resolution and moved its adoption: RESOLUTION N0. 96-1-27 - APPROVING THE MARKET PLACE SHOPPING CENTER EXTERIOR ENHANCEMENTS AS PRESENTED BY TI-IE PROPERTY OWNERS SUBJECT TO RECEIPT OF CONSTRUCTION DOCUMENTS AND REVIEW AND APPROVAL OF THE BUILDING OFFICIAL AND SUBJECT TO THE REPRESENTATION THAT THE BUILDING WILL LOOK GREAT WHEN TI-IE WORK IS COMPLETED The foregoing resolution was duly seconded by LaValle. Ayes (5) Morelan, LaValle, Fahey, Scalze, Pedersen. Nays (0). Resolution declared adopted. MAS5AGE The City Attorney presented two ordinanoes to the TIIERAPY Council for their review and approval, both dealing ORDINANCE with the issue of massage therapy. The first ordinance provides a definition of massage therapy, and the second allows for massage therapy as an accessory use to a beauty salon business. The Attorney pointed out that this ordinance is similar to the one in effect in the City of Roseville. Morelan pointed out that the ordinance provides for an application fee of $150 as well as a$300 license fee per year if the license is granted. Morelan felt that the fee seemed too high in relation to the amount of work required of staff to process the license application. LaValle pointed out that there is also a$75 license fee for each individual masseuse. Pedersen pointed out that the current Massage Parlor Ordinance was still in effect, and asked what assurances there are that allowing massage therapy will not result in the opening of massage parlors within the City. 10
