MINUTES <br />CITY COUNCIL <br />JANUARY 24, 1996 <br />The City Attorney pointed out that massage therapy is <br />only being allowed as an accessory use to a beauty <br />salon. Massage therapy as a primary use would not be <br />allowed. The City's Massage Parlor Ordinance provides <br />£or a$10,000 license fee, and that would remain in <br />effect. <br />Scalze pointed out that there would have to be <br />inspections to ensure that massage therapy was in fact <br />an accessory use to a beauty salon and not a primary <br />use. <br />Pedersen asked if the ordinance defined accessory use <br />as being a certain percentage of the business. <br />Morelan pointed out that the ordinance says an <br />accessory use must be subordinate to the principle use. <br />The City Attorney felt the definition of "accessory <br />use" would protect the City. <br />Morelan again expressed concern about the fees and <br />asked Janice Graczyk if she had done any research on <br />the fees being charged by other cities. <br />Graczyk replied that she believed Vadnais Heights did <br />not oharge a license fee and that Shoreview had a low <br />fee. Graczyk felt the $300 license fee was too high, <br />and pointed out that the City does not charge her a <br />license fee to operate her beauty salon. <br />Fahey pointed out from staff~s survey information, that <br />Vadnais Heights has a$40 license fee, Shoreview has a <br />$25 license fee, Falcon Heights has a$200 one-time <br />investigation fee plus $100 annual license fee, and <br />Roseville has a$150 one-time investigation fee, $300 <br />license fee for the business and $75 license fee for <br />each masseuse. <br />LaValle pointed out that the City has discussed the <br />possibility of licensing all businesses within the <br />City. <br />Graczyk felt that the license fee for massage therapy <br />should be consistent with what other businesses in the <br />City are being charged. <br />Fahey pointed out the need for a license fee for <br />11 <br />
