MINUTES CITY COUNCIL JANUARY 24, 1996 The City Attorney pointed out that massage therapy is only being allowed as an accessory use to a beauty salon. Massage therapy as a primary use would not be allowed. The City's Massage Parlor Ordinance provides £or a$10,000 license fee, and that would remain in effect. Scalze pointed out that there would have to be inspections to ensure that massage therapy was in fact an accessory use to a beauty salon and not a primary use. Pedersen asked if the ordinance defined accessory use as being a certain percentage of the business. Morelan pointed out that the ordinance says an accessory use must be subordinate to the principle use. The City Attorney felt the definition of "accessory use" would protect the City. Morelan again expressed concern about the fees and asked Janice Graczyk if she had done any research on the fees being charged by other cities. Graczyk replied that she believed Vadnais Heights did not oharge a license fee and that Shoreview had a low fee. Graczyk felt the $300 license fee was too high, and pointed out that the City does not charge her a license fee to operate her beauty salon. Fahey pointed out from staff~s survey information, that Vadnais Heights has a$40 license fee, Shoreview has a $25 license fee, Falcon Heights has a$200 one-time investigation fee plus $100 annual license fee, and Roseville has a$150 one-time investigation fee, $300 license fee for the business and $75 license fee for each masseuse. LaValle pointed out that the City has discussed the possibility of licensing all businesses within the City. Graczyk felt that the license fee for massage therapy should be consistent with what other businesses in the City are being charged. Fahey pointed out the need for a license fee for 11
