MINUTES <br />CITY COUNCIL <br />APRIL 23, 2025 <br />STAFF REPORTS <br />ORDINANCE 911, REPEAL AND REPLACE CITY CODE CHAPTER 805, FOOD TRUCKS <br />AND MOBILE VENDORS <br />The City Clerk explained that the action would repeal and replace the chapter of City Code related to <br />wagon vendors, noting that the original ordinance has remained mostly unchanged since its adoption. <br />She stated that the draft language would update the standards to address the behavior of food trucks as <br />they have become more popular. She noted that the city would no longer require permits, as a license <br />and inspection would still be required from the related county or state. <br />Miller recognized that the vendor would need the permission of the property owner, or the city if the <br />property is city -owned land. Mayor Fischer stated that his only concern is that they continue to <br />support their brick -and -mortar restaurants to ensure that they are not impeded by food trucks. <br />Miller introduced the following resolution and moved its adoption: <br />e ,MCI]MWdY.1 , F49 X JFWAX11 <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (4). Resolution declared adopted. <br />ESTABLISH A COMMUNITY BUILDING TECHNICAL ADVISORY COMMITTEE <br />The Parks and Recreation Director provided background information on the concept of a community <br />building, which included the strategic purchase of property for this purpose and a think tank team to <br />begin discussions on the next steps. He noted public engagement that has taken place and will <br />continue, noting that they would like to establish a Technical Advisory Committee and review the <br />proposed membership. He stated that the Parks and Recreation Commission also supports the <br />formation of a Technical. Advisory Committee. <br />Mayor Fischer commented that it is important to continue to have the voice of the community and <br />staff, with updates provided to the City Council throughout the process. He supported the action and <br />would like to firm up the design in 2026 with construction in 2027. <br />Malone asked how interested residents would apply to join the committee. The Parks and Recreation <br />Director stated that there is a webpage on the city website dedicated to this project, which includes a <br />link to an online application form. <br />Miller recognized that this is the next step in the Pioneer Park Master Plan. He believed that it is <br />important to have residents as a part of the committee and recognized that there will be limited space <br />available. He asked and received confirmation that public engagement would continue to be a part of <br />the process, and residents who are not able to join the committee can still be involved in that way. <br />Mayor Fischer asked if there would be public meetings and/or open houses on this topic.
