MINUTES <br />CITY COUNCIL AND PARK & RECREATION COMMISSION <br />JANi7ARY 24, 1996 <br />Morelan pointed out that when the area east of Edgerton <br />develops, the City will be able to obtain a land <br />dedication to complete the trail system. <br />Scalze pointed out that the property owners east of <br />Payne Avenue are very strongly opposed to a trail <br />across their property. Scalze indicated that she would <br />have a difficult time condemning someone's property for <br />this purpose. <br />Johnson pointed out that there are alternatives, such <br />as running a path along Payne Avenue to LaBore Road and <br />then along DeSoto to both Pioneer and Spooner Parks. <br />The City Administrator suggested another option would <br />be to neqotiate options to purchase a house, buy.the <br />house, put in the path, and then sell the house. <br />Fahey suggested that if there are only 2 or 3 parcels <br />blocking the completion of the City's trail system, the <br />City should consider condemnation. <br />Scalze felt there should be a recommendation from the <br />Commission. <br />Remerowski stated that he wanted a consensus from the <br />Council on the issue before the Commission deals with <br />the issue. Remerowski pointed out that until the trail <br />system is completed, City streets could be used to <br />access the parks. <br />Johnson suggested that the Commission take another look <br />at a map showing the links left to complete. <br />WISH LIST Scalze suggested that the Commission put together a <br />wish list of items that individuals or organizations <br />could review should they be considering donations to <br />the City. <br />Johnson commented on the recent $40,000 donation from <br />Little Canada Charity Plus for lighting in Pioneer <br />Park. Johnson stated that she was encouraged that LCCP <br />was interested in doing something to help older youth <br />within Little Canada. <br />Fahey pointed out that Lake Owasso has made donations <br />to the City to address handicapped access issues within <br />12 <br />
