MINUTES <br />CITY COUNCIL AND PARK & RECREATION COMMISSION <br />JANUARY 24, 1996 <br />Johnson suggested that picking up non-resident fees <br />would involve a lot of bookkeeping. <br />Remerowski stated that he would not favor the City <br />paying non-resident fees qiven that these would be <br />activities that residents choose to participate in. <br />Remerowski felt that programs should be self- <br />sustaining. <br />Ables indicated that the start-up of a new program is <br />costly in terms of dollars and time commitment. <br />However, once a program is up and running, it should be <br />self-sustaining. Ables stated that she was concerned <br />when she heard that the City did not intend to add any <br />more programs or improve the ones it presently has. <br />Ables felt the program would be dead in the water if it <br />did not move forward. Ables did not feel the City <br />should be looking to duplicate proqrams already being <br />offered by Roseville and Maplewood, but should offer <br />programs that no one else is offering so that people <br />from outside Little Canada will come here to <br />participate in programs. Ables stated that she <br />understood that the Council was forward-thinking, and <br />that Little Canada was a city that wanted improve <br />things for its residents. <br />Ables stated that she did not know if the Director <br />currently had the manpower or time to look into <br />different programs. Ables felt that the recreation <br />program is geared only to sporting activities and that <br />there were a lot of cultural things that could be <br />offered for both youth and adults. Ables suggested <br />painting, photography, or cooking classes. Ables <br />indicated that she would love to see some cultural <br />programs offered in the City. <br />Scalze suggested that these types of activities may <br />already be offered in Roseville or Maplewood. <br />Morelan suggested that it was difficult to make <br />programs self-sustaining when there is a lack of <br />numbers. Raising the fee to make a program self- <br />sustaining may cause the fee to become too high for <br />some participants, which may result in the numbers <br />dropping to a point where the program is no longer <br />feasible. Morelan agreed that the City should be <br />looking at programs not offered somewhere else, and <br />agreed that this may attract people from other <br />5 <br />
