MINi1TES <br />CITY COUNCIL AND PAF2K & RECREATION <br />JANUARY 24, 1996 <br />spending a lot of money on the physical plant, but not <br />much has been spent on programs. Holm reported that he <br />has a pre-schooler, and he has to seek programs in <br />other cities for his child. Holm was concerned about <br />the comment that once staff is added, the City would <br />never get rid of that position. Holm suggested <br />creating a two year position, setting up specific goals <br />for that position, and if the goals are not met, the <br />position is eliminated. Holm felt that more efficiency <br />is gained from full-time employees. <br />Scalze pointed out that the department operated very <br />efficiently with three part-time employees for several <br />years. The track record for this department has been <br />that part-time employees have stayed on the job for a <br />long time and have been very productive. Scalze felt <br />there would be people interested in this sort of part- <br />time employment. <br />Ables felt that the City has been very lucky if it has <br />had dedicated part-time employees. Ables felt that a <br />full-time employee would give more to the job. <br />LaValle felt that depended on the quality of the <br />individual, and felt that discounting part-time <br />employees was not fair. <br />The Director agreed that the City has had very <br />productive part-time employees over the years, but <br />questioned whether it was realistic to expect that <br />would continue in the future. <br />Morelan indicated that in years past the part-time <br />recreation personnel have performed their jobs more as <br />a labor of love. Morelan felt that with as busy as <br />people are today, it may be difficult to find someone <br />to fill a part-time position such as this. <br />Fahey commented that the City will not know unless it <br />tries, and felt a lot of people would be interested. <br />Fahey stated that from his experience, an employer gets <br />the greatest efficiency from part-time personnel <br />because of peak needs. Fahey stated that he did not <br />want to get locked into an 8 A.M. to 5 P.M. position, <br />noting that variable hours would be required. Fahey <br />stated that he did not want to discount the possibility <br />of qetting a resident of the City to fill the position. <br />Fahey stated that he was concerned about building a <br />8 <br />
