MINUTES <br />CITY COUNCIL AND PARK & RECREATION COMMISSION <br />JANUARY 24, 1996 <br />large staff that the City cannot sustain. <br />The Director pointed out that in proposing the full- <br />time position, he was also proposing that the hours be <br />flexible requiring the employee to work evening hours <br />when required. <br />DeBace felt that if the City was looking for someone <br />with a recreation degree, those types of individuals <br />would be looking for full-time careers. Therefore, the <br />City might experience a high turn-over rate as the <br />part-time employee found a full-time position. <br />Johnson stated that at her place of employment she sees <br />many people interested in part-time work. People go <br />through different phases in life, and part-time <br />employment would fill varying needs. Johnson agreed <br />that the key is the type of individual. <br />Fahey stated that he is not hung up on either part-time <br />or full-time, but felt there needed to be clear <br />justification for adding a full-time position. What <br />the employee will do must be clearly defined more so <br />than it has been to date. Fahey stated that if <br />existing programs are maintained, he did not see the <br />need for a full-time assistant. However, if the <br />citizens want the program expanded, than there may be <br />justification. <br />Scalze pointed out that Little Canada is running many <br />programs that other cities do not. Individual <br />associations run programs like basketball or fastpitch <br />softball. Scalze suggested that the City could turn <br />these programs over to associations and then add other <br />activities to its program. <br />Morelan pointed out the comment earlier that 800 of <br />citiaens are satisfied with the City's recreation <br />program. Morelan noted that this could mean that 20% <br />are not satisfied. Morelan suggested that the City <br />find out what these individuals would like to see <br />offered. <br />Fahey suggested that the Commission define the needs of <br />the program. Fahey stated that the Council felt.that <br />based on the initial report, it was not clear what <br />direction the program should go. Until there is more <br />clarification of this issue, the Council was reluctant <br />9 <br />
