MINUTES <br />CITY COUNCIL <br />FEBRUARY 14, 1996 <br />support will help bridge the gap to pay for the <br />project. <br />Morelan pointed out that if the Parks & Recreation <br />Commission has significant problems with the proposal, <br />the Council can always delay the project. <br />LaValle expressed some concern about the project. <br />Morelan explained that the committee is recommending <br />construction of a larger picnic shelter at Spooner <br />Park, which would include restroom facilities and a <br />serving area. There was some discussion about an open <br />fireplace as well. <br />LaValle indicated he thought the $60,000 the City <br />budgeted for a shelter was going to be used for a <br />shelter, picnic tables, and grills in Pioneer Park. <br />Morelan pointed out that the 1996 Capital Improvement <br />Budget listed the $80,000 (which includes the $20,000 <br />donated by Canadian Days) under "Pioneer/Spooner <br />Shelter/Restrooms/Canadian Days~~. <br />LaValle asked what kind of kitchen area was envisioned <br />for the shelter. <br />Morelan replied that it would be a serving area with <br />plug-ins. <br />Fahey noted that there is a much greater demand at <br />Spooner Park for the use of a picnic shelter. <br />LaValle responded that there is no picnic shelter at <br />Pioneer. <br />Morelan disagreed, pointed out that there is a <br />sheltered area in conjunction with the building. There <br />are picnic tables under this shelter. However, while <br />there has been no demand for use of this area, the City <br />has not promoted it. The Parks & Recreation Director <br />has indicated that he will promote the Pioneer Park <br />shelter area in the event that the Spooner Park <br />shelters are unavailable. <br />LaValle stated that he was in favor of putting a nice <br />family-picnic type shelter in Pioneer Park on the east <br />side of the park with some picnic tables and grills. <br />12 <br />
