MINU'i'ES <br />CITY COUNCIL <br />FEBRUARY 14, 1996 <br />LaValle suggested that the existing shelter in Spooner <br />Park be renovated. <br />Fahey pointed out that there are no public restrooms in <br />Spooner Park and there are a number of gatherings in <br />that Park. Fahey felt Spooner Parks was a preferred <br />setting for family gatherings because it is a more <br />natural setting compared to Pioneer. Fahey felt the <br />construction of a new shelter at Spooner would be a big <br />step in finalizing the development of the City's'first <br />park. After that point, the focus could be directed to <br />Pioneer. <br />Fahey pointed out that the proposal is to move the <br />existing shelter to Pioneer, and felt it would be easy <br />to add picnic tables and grills to the area once the <br />relocation is accomplished. <br />LaValle expressed concern that the Spooner Park shelter <br />would end up to be a$120,000 shelter. <br />Pedersen stated that he thought there would be more <br />outside funding for the shelter and had not anticipated <br />that the City would pay the bulk of the cost. <br />Fahey stated that he thought there will be more outside <br />funding as the project gets closer to finalization. <br />Fahey anticipated additional money coming from Canadian <br />Days, and also pointed out that the City can use Park <br />Acquisition Funds to finance the project. Fahey felt <br />the concept is a good one, and that the funding will be <br />there to complete the project. <br />Pedersen stated that he thought the $20,000 donation <br />from Canadian Days was a down-payment on the shelter, <br />and that the actual construction would commence two to <br />three years from now. Pedersen was concerned that if <br />the City says it will fund the project, there will be <br />no motivation for outside funding. <br />Morelan stated that before the project is finalized, <br />the City hopes to have more outside funding. Canadian <br />Days has indicated a willingness to work with the City. <br />Scalze pointed out that Lake Owasso has indicated they <br />would like to participate. <br />Fahey stated that the City has enough funding to begin <br />13 <br />
