MINUTES <br />CITY COUNCIL <br />FEBRUARY 28, 1996 <br />Council if any of the recommendations contained in his <br />memo are not agreeable to them. The Planner pointed <br />out there has been discussion about the Land Use Plan <br />which is part of the Comp Plan, but limited discussion <br />on the rezoning recommendations. The Planner suggested <br />some of the rezonings would be done in the future, and <br />do not necessarily require immediate action. <br />Morelan pointed out the Comp Plan dictates zoning, and <br />asked the timeframe for getting zoning in line with the <br />Land Use Plan. <br />The Planner reported the Met Council is seeking an <br />amendment to law which will soften the requirement that <br />the Land Use Plan and zoning be consistent. The Met <br />Council's position is that zoning is a way to implement <br />the Land Use Plan. However, a Land Use Plan is an <br />indication of the future and is conceptual in some <br />ways. <br />Scalze suggested another workshop was necessary to <br />discuss the zoning recommendations. <br />The City Planner pointed out the Comp Plan update has <br />not been adopted yet. He anticipates the Planning <br />Commission will consider adoption at their next <br />meeting. After that, a public hearing would be held to <br />take public input on the proposed Plan. The Planner <br />reported that his February 23rd memo is an <br />interpretation of actions the City may or may not take. <br />It was the Planner's feeling the Comp Plan update <br />directs these actions. Some of the actions the Council <br />may choose to take immediately, and others may be <br />delayed. If there are zoning actions the Council <br />disagrees with, then a review of the Land Use Plan <br />should be done to make sure everything is in line. <br />Morelan stated that the question is what will the Comp <br />Plan update look like when it is presented to the <br />public at a hearing. <br />The Planner replied it will look like the documerit the <br />Council has with some minor changes. <br />Fahey pointed out one of the issues was the mobilehome <br />courts on Rice Street. The Land Use Plan shows these <br />areas as Residential, but the Zoning Map shows them as <br />General Business. Fahey asked if to be consistent with <br />12 <br />
