MINUTES <br />CITY COUNCIL <br />FEBRUARY 28, 1996 <br />ARCHITECTUI2AL The City Planner reviewed his proposal for assisting <br />GUIDELINES the Planning Commission in developing architectural <br />guidelines for the remainder of Rice Street as well as <br />the B-3 Districts within the City. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 96-2-50 - APPROVING THE PROPOSAL OF THE <br />CITY PLANNER FOR ASSISTANCE IN THE DEVELOPMENT OF <br />ARCHITECTURAL GUIDELINES FOR THE REMAINDER OF RICE <br />STREET AS WELL AS TfiE CITY~S B-3 ZONING DISTRICTS AT A <br />COST NOT TO EXCEED $1,170.00 <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Fahey, Pedersen, Morelan. <br />Nays (0). Resolution declared adopted. <br />LIFTING The City Attorney presented the Council with an <br />MORATORIUM ordinance which lifts the moratorium in the B-3 <br />IN B-3 Districts within the City. <br />DISTRICT5 <br />Scalze asked when the City would begin the RFP process <br />for the Rice Street/Little Canada Road area. <br />The City Planner reported that the PUD zoning is now in <br />place and the City has adopted the Rice Street/Little <br />Canada Road Development Guide. The Planner assumed the <br />City would now be ready to prepare an RFP if that is <br />the next implementation step outlined in the <br />Development Guide. <br />The City Administrator pointed out the City backed off <br />on the RFP process last fall since it was waiting to <br />hear from some of the property owners in the area <br />regarding their plans for the redevelopment of their <br />properties. <br />Scalze pointed out that an RFP could be put together <br />for the property along the east side of Middle Street. <br />Scalze asked if the Council wanted to wait for <br />proposals to be submitted, or take a look at the big <br />picture and solicit proposals through an RFP process. <br />The Administrator pointed out the thought was that <br />projects would key off other development in the area. <br />If the Rutzick proposal proceeded, for example, this <br />14 <br />
