MINUTES <br />CITY COUNCIL <br />FEBRUARY 28, 1996 <br />may result in other proposals for the balance of Middle <br />Street. The Administrator reported the Winters have <br />indicated they are not interested in selling their <br />property at this time. This will force another look at <br />the senior development proposed by Rutzick. <br />Scalze suggested the City let people in the hotel <br />business know our interest. Scalze felt it could be <br />possible that a hotel development would result in <br />assistance to The Venetian Inn. Scalze stated it <br />seemed to her the RFP process was the final step; and <br />now the City is not proceeding with that step. <br />Fahey pointed out the reason was the City does not have <br />control of the property. <br />Scalze suggested a developer might facilitate in <br />getting that control. <br />The City Administrator replied a developer might do <br />site assembly with some financial assistance provided <br />by the City. The Administrator pointed out that last <br />fall the Council indicated it wanted to know what the <br />key players wanted to do before proceeding with the RFP <br />process. That way the City could think on a larger <br />scale. <br />Fahey pointed out there are a couple of projects in the <br />works at this point. Fahey suggested the City wait a <br />month or two and if nothing additional has developed, <br />it may be time to begin the RFP process. <br />5calze pointed out that once the moratorium is removed, <br />a property owner could come in with a proposal to <br />develop a small parcel which may preclude a better <br />development. <br />Morelan pointed out the PUD zoning gives the City a lot <br />of control. Morelan agreed the Council should wait a <br />little longer and see if anything else develops. <br />Morelan also agreed it doesn't make a lot of sense to <br />proceed with the RFP process until the City has site <br />control. <br />The Administrator also pointed out his recommendation <br />that a proposal be obtained for completion of the <br />street scape for the area. A street scape design will <br />give developers a clear direction of what can be done <br />15 <br />
