MINi7TES <br />CITY COLTNCIL <br />FEBRUARY 28, 1996 <br />The City Administrator pointed out that the County <br />reviews use deeds periodically to ensure that such <br />properties are being used as intended. If not, the <br />the property should be put up for public auction. The <br />Administrator indicated most of the surrounding <br />property is near tax-forfeit status. He suggested that <br />if put up for public auction, someone may buy and <br />develop the site. If the City feels the property <br />should be used for park purposes, the use deed could be <br />amended and such a development pursued. In that case, <br />the City should also pursue a use deed on the 25-foot <br />parcel which abuts Park Street. <br />Morelan asked what the property is zoned. <br />Scalze replied that the west side of Park Street is <br />zoned B-3. Scalze reported her recollection is there <br />are assessments for Park Street on this property, and <br />one reason to get the property back on the tax rolls <br />would be to collect the assessments. However, Scalze <br />suggested perhaps the record should be researched to <br />determine why the City took the property for ponding <br />and drainage purposes in the first place. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 96-2-52 - TABLING ACTION ON THE LAKE <br />STREET PROPERTY UNTIL SUCH TIME AS CITY STAFF CAN <br />RESEARCH THE RECORD TO DETERMINE CITY'S REASONING IN <br />OBTAINING A USE DEED FOR THE PROPERTY <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Morelan, Scalze, Fahey, LaValle, Pedersen. <br />Nays (0). Resolution declared adopted. <br />TRAIL Council reviewed the recommendations made by the Parks <br />RECOMMEN- & Recreation Commission relating to completion of the <br />DATIONS City~s trail system. The City Administrator reported <br />that he suggested a map be drafted showing the finished <br />trails, and using this map, the Commission prioritize <br />the trail links to be completed. <br />Morelan pointed out the recommendation to abandon the <br />powerline trail from Payne Avenue over to Pioneer Park. <br />Morelan stated he realizes it could be quite some time <br />before that connection is established, but he would <br />19 <br />
