MINUTES
CITY COUNCIL
FEBRUARY 28, 1996
like to see it left in the Park Master Plan. In the
meantime, the Plan can designate an on-street
connection through this area.
Fahey questioned the desirability of striping Payne
Avenue designatinq an on-street path.
The Administrator reported the City can stripe traffic
lanes, but cannot designate bike lanes. Payne Avenue
could be striped designating 10 1/2 to 11 foot driving
lanes and a shoulder area.
Morelan asked if the shoulder would be posted no
parking.
Pedersen felt striping Payne Avenue would take away
from the character of the neighborhood.
The Administrator reported the Commission felt it was
important to get a route from the existing powerline
trails over to Pioneer Park.
Morelan suggested the City publish a map showing
existing trails as well as those areas where streets
can be used to link trails and parks.
Scalze pointed out the ownership of the remaining
powerline trail links could change, and the City may
have the opportunity to acquire the property it needs.
Therefore, she felt the connection from Payne Avenue to
Pioneer Park should not be abandoned.
Fahey agreed, and suggested the Commission prioritize
the remaining trail links which need to be completed.
If any links are unavailable at this time, the
Commission should designate an alternate route. Fahey
stated it would be nice to see where the trails are
completed, where the holes are, and what the
alternatives are.
The Administrator asked the Council's position on
striping Payne Avenue.
Pedersen felt striping would be overkill and he would
be opposed to it. Pedersen indicated that striping the
street would give the appearance it is a busy
thoroughfare and would present a bad image for the
neighborhood.
20
