For example, if the subject is the <br />Adult Detention Center, then the evening will be spent <br />in jail. Examples of topics include hiring <br />qualifications, juvenile laws, patrol procedures, <br />general investigation, narcotics, to name a few. For <br />more information contact the Ramsey County Sheriff's <br />Department at 481-1766. <br />TROOP 462 Mayor Fahey welcomed two members of Scout Troop #462, <br />Ross Wehrle and Tim Anderson, who are currently working <br />on a Citizens of the Community Merit Badge. <br />PROPERTY Fahey reported that Mr. Roland L'Allier has made <br />DIVISION- application for the division of his property at 427 <br />427 EAST East Viking Drive into two single-family lots. The <br />VIKING DRIVE Planning Commission has recommended approval of the <br /> property division subject to compliance with the <br /> recommendations of the City Planner as outlined in his <br /> report dated February 2, 1996. Staff is recommending <br /> approval subject to Mr. L'Allier being deemed in favor <br /> of any future water main project on Viking Drive, and <br /> signing a Waiver of Right to Appeal Special Assessment. <br /> The property division would also be subject to park <br /> charges as recommended by the Parks & Recreation <br /> Commission. <br />Mr. L~Allier indicated that he has a well and does not <br />intend to tie into City water. L'Allier indicated when <br />a new house was built, he planned to connect to the <br />existing well. L~Allier stated he had no plans to sell <br />the new parcel, and would likely build a new house on <br />the property in 10 to 15 years. <br />Fahey stated the City cannot approve the property <br />division and give Mr. L'Allier the idea that one well <br />serving two homes would be acceptable. Fahey pointed <br />out a condition of the approval would be that L~Allier <br />would be deemed in favor of any future water main <br />improvement, and would be required to sign a Waiver of <br />Right to Appeal Assessments. Fahey asked why L'Allier <br />wanted to divide the property at this time if he did <br />not intend to build within the next 10 to 15 years. <br />L'Allier explained he had a balloon payment due on his <br />2 <br />
