MINUTES CITY COUNCIL FEBRUARY 28, 1996 Morelan felt certain roadways could be designated as temporary or permanent trail links, but they did not necessarily have to be striped. Morelan stated that he would be in favor of a brochure which would show people how to get from one area to another. Fahey pointed out there is no motion to authorize street striping, therefore, the issue is dead. Council reviewed the Commission's recommendation that an ISTEA grant be pursued for construction of a. pedestrian bridge over 35E. Council discussed the location of such a bridge and it was felt a bridge connection was best located at either Demont Avenue or the Water Works property. It was pointed out that funding may dictate location. Morelan indicated the biggest issue would be cost. Morelan suggested funding options be explored and a rough estimate of costs prepared. Fahey stated he was in favor of the concept, but not in spending a lot of money on the project. Fahey suggested some internal estimates be put together for review as well as funding options. Mr. Morelan introduced the following resolution and moved its adoption: RESOLUTION NO. 96-2-53 - INSTRUCTING CITY STAFF TO WORK INFORMALLY WITH THE CITY ENGINEER TO DEVELOP A COST ESTIMATE FOR A PEDESTRIAN BRIDGE OVER 35E AS WELL AS REVIEW FUNDING OPTIONS FOR SUCH AN IMPROVEMENT The foregoing resolution was duly seconded by LaValle. Ayes (5) Morelan, LaValle, Fahey, Pedersen, Scalze. Nays (0). Resolution declared adopted. CITY Fahey reported that he has discussed his ADMINISTRATOR recommendation for a 2.5% salary increase with the SAI~ARY City Administrator, who has indicated he is comfortable with it. Fahey suggested as part of the 1997 Budget process, the Council do a review of the City~s compensation policy. Morelan indicated he was prepared to withdraw his recommendation for a 4.9% salary increase for the City 21
