MINUTES <br />CITY COUNCIL <br />FEBRUARY 28, 1996 <br />Morelan felt certain roadways could be designated as <br />temporary or permanent trail links, but they did not <br />necessarily have to be striped. Morelan stated that he <br />would be in favor of a brochure which would show people <br />how to get from one area to another. <br />Fahey pointed out there is no motion to authorize <br />street striping, therefore, the issue is dead. <br />Council reviewed the Commission's recommendation that <br />an ISTEA grant be pursued for construction of a. <br />pedestrian bridge over 35E. Council discussed the <br />location of such a bridge and it was felt a bridge <br />connection was best located at either Demont Avenue or <br />the Water Works property. It was pointed out that <br />funding may dictate location. <br />Morelan indicated the biggest issue would be cost. <br />Morelan suggested funding options be explored and a <br />rough estimate of costs prepared. <br />Fahey stated he was in favor of the concept, but not in <br />spending a lot of money on the project. Fahey <br />suggested some internal estimates be put together for <br />review as well as funding options. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 96-2-53 - INSTRUCTING CITY STAFF TO WORK <br />INFORMALLY WITH THE CITY ENGINEER TO DEVELOP A COST <br />ESTIMATE FOR A PEDESTRIAN BRIDGE OVER 35E AS WELL AS <br />REVIEW FUNDING OPTIONS FOR SUCH AN IMPROVEMENT <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Morelan, LaValle, Fahey, Pedersen, Scalze. <br />Nays (0). Resolution declared adopted. <br />CITY Fahey reported that he has discussed his <br />ADMINISTRATOR recommendation for a 2.5% salary increase with the <br />SAI~ARY City Administrator, who has indicated he is comfortable <br />with it. Fahey suggested as part of the 1997 Budget <br />process, the Council do a review of the City~s <br />compensation policy. <br />Morelan indicated he was prepared to withdraw his <br />recommendation for a 4.9% salary increase for the City <br />21 <br />
