MINUTES <br />CITY COUNCIL <br />FEBRUARY 28~ 1996 <br />Administrator at this time. Morelan pointed out that <br />the City Administrator has not been driving this issue; <br />it has been initiated by the Council. Morelan pointed <br />out that City salary scales are reviewed on a bi-annual <br />basis and adjusted every other year. However, it has <br />been two years since the Administrator's salary scale <br />was adjusted. Morelan felt the issue should have been <br />addressed as' part of the 1996 Budget, and that this was <br />an oversight on the part of the Council. Morelan felt <br />an employee should not be penalized for a mistake made <br />by the Council, but the 1996 Budget has been set and <br />the City must live within it. Therefore, a reasonable <br />solution for both the employee and the constituents the <br />Council serves would be to approve the 2.5% increase <br />for 1996. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 96-2-54 - APPROVING A 2.5o SALARY <br />INCREASE FOR THE CITY ADMINISTRATOR RETROACTIVE TO <br />JANUARY 1, 1996 <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Morelan, Pedersen, Fahey. <br />Nays (0). Resolution declared adopted. <br />STREET SCAPE The City Administrator requested authorization to <br />DESIGN solicit proposals for street scape design for Middle <br />Street and Market Place Drive. This design can then be <br />used in conjunction with the County's reconstruction of <br />Little Canada Road. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 96-2-55 - AUTHORIZING THE CITY <br />ADMINISTRATOR TO SOLICIT PROPOSALS FOR STREET SCAPE <br />DESIGN FOR MARKET PLACE DRIVE AND LITTLE CANADA ROAD <br />The foregoing resolution was duly seconded by Morelan. <br />Ayes (5) Scalze, Morelan, Fahey, Pedersen, LaValle. <br />Nays (0). Resolution declared adopted. <br />GOAL SETTING Morelan pointed out that at the Council/Staff goal <br />SESSION & setting session issues were identified and prioritized. <br />22 <br />
