MINUTES <br />CITY COiTNCIL <br />FEBRUARY 28, 1996 <br />neighbors along Viking Drive do not want City water. <br />They all have working wells. L'Allier was concerned <br />about the cost of water main. <br />The City Administrator pointed out the City's <br />assessment policy caps the cost of water main at $4,400 <br />per lot adjusted annually by the CPI. The <br />Administrator suggested it may be up to six years <br />before water main is installed on Viking Drive since it <br />will likely occur in conjunction with a road <br />improvement. <br />Fahey suggested the City approve the lot split with the <br />condition that no building permit will be issued for <br />the property unless the applicant signs a Waiver of <br />Right to Appeal. <br />The City Administrator indicated that City ordinance <br />requires all new homes connect to water main if it is <br />available. Since there is no immediate plan to install <br />water main on Viking Drive, the Administrator suggested <br />the Waiver was the best way to address the situation. <br />This is how the John Brown property division was <br />handled, and it was two years later that water main was <br />installed. <br />Morelan asked if the best practice was to have <br />utilities in place prior to a lot split or before <br />issuance of a building permit. <br />The City Administrator replied that that was dependent <br />on the circumstances. The ordinance exempts connection <br />to public utilities if the circumstances warrant it. <br />Morelan suggested the lot split be approved now and the <br />water main issue addressed when a building permit is <br />applied for. <br />Scalze felt it was cleanest to address the matter now, <br />otherwise the new lot will have water availability, but <br />will have paid no assessment for it. <br />L~Allier pointed out there is water main up to his <br />property line, not in front of the property. <br />The City Administrator reported that water main extends <br />about ten feet across the front of the L'Allier <br />property.
