MINiTTES <br />CITY COUNCIL <br />MARCH 13, 1996 <br />Scalze suggested the matter be tabled for a couple of <br />weeks while the City Administrator explored options. <br />Pedersen asked how the County handled similar projects. <br />Morelan suggested the Administrator discuss options <br />with RVK. Morelan stated his guess is it would not be <br />more efficient for the City to supervise the job, given <br />the demands on staff time. Morelan pointed out the <br />project will require detailed plans and specifications <br />to be prepared, as well as a bidding process. <br />Scalze suqqested it would not hurt to explore whether <br />or not there are alternative ways to handle the <br />project. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 96-3-63 - TABLING ACTION ON PROPOSALS <br />FOR DESIGN SERVICES FOR THE SPOONER PARK SHELTER <br />PROJECT AND REQUESTING STAFF CONTACT THE ST. PAUL PARKS <br />& RECREATION DEPARTMENT, THE RAMSEY COUNTY PARKS & <br />RECREATION DEPARTMENT, AND RVK ARCIiITECTS TO EXPLORE <br />OPTIONS WHICH MIGFiT BE AVAILABLE TO REDUCING THE COST <br />OF DE5IGN SERVICES FOR THIS PROJECT <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (4) LaValle, Pedersen, Morelan, Scalze. <br />Nays (0). Resolution declared adopted. <br />STATE USE The City Administrator reported the Watershed had <br />DEED - indicated the Lake Street property just west of Park <br />LAKE STREET Street is in a protected area, subject to wetland <br />PROPERTY regulations. Therefore, it is not necessary that the <br />City retain its ponding and drainage use deed in order <br />to protect the area. The City Administrator suggested <br />that the City might be somewhat at risk in owning the <br />site. Therefore, he recommended the property be <br />returned to the State. <br />The City Administrator pointed out the Park & <br />Recreation Commission has recommended the site is not <br />desirable for park development. However, the <br />Administrator was not sure of the depth of the <br />Commission's study of this issue. <br />The Administrator reported the Watershed will be <br />sending the City a map showing the specific delineation <br />of the wetland. <br />6 <br />
