MINU`PES <br />CITY COUNCIL <br />MARCH 27, 1996 <br />Morelan pointed out that the residential uses proposed <br />in the Development Guide were suggested in order to <br />protect the commercial nodes. <br />Fahey stated that he did not agreed with the law which <br />says the Land Use Map should control over zoning <br />designation. <br />Morelan pointed out that if a commercial development <br />were proposed for the trailer court property, the City <br />could always change the Land Use Map. Morelan felt <br />that the Land Use Map was the City's best guess for <br />what they would like to see. <br />Carson asked if the trailer park property would be <br />better designated as regional commercial <br />Scalze pointed out the Metropolitan Council's support <br />of low income housing, and suggested that the City <br />might have difficulty changing the Land Use Map to <br />commercial replacing the medium density housing <br />recommendation. <br />Fahey stated that he would not vote to rezone the <br />trailer park property to residential. <br />Knudsen indicated that when the Planning Commission <br />discussed a medium-density residential designation for <br />the Terrace Heights Mobilehome Park, it was thinking <br />about a townhome-type of development. <br />Pedersen commented that the City cannot rezone <br />properties solely on the basis of how the property <br />owners feel, but on the basis of what is right for the <br />City over the long-term. <br />Fahey stated that there was no need to rezone at this <br />time. <br />The Planner agreed. While the zoning and Land Use Map <br />will be in conflict, the Planner did not feel the City <br />was subject to a large risk in this instance. The <br />Planner pointed out that the Land Use Map will <br />supersede zoning, but this issue only arises when a <br />development proposal is submitted. The City always has <br />the ability to change the Land Use Plan. The Planner <br />pointed out that the Met Council does not review minor <br />Comp Plan amendments. <br />Fahey asked the feeling of the Council, stating that he <br />liked the ability to play it both ways.
