MINUTES <br />CITY COUNCIL <br />APRIL 24, 1996 <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Morelan, Scalze, Fahey, Pedersen, LaValle. <br />Nays (0). Resolution declared adopted. <br />TEXT Fahey opened the Public Hearing to consider an <br />AMENDMENT application for text amendment amending the B-3 <br />TO B-3 General Business District to permit small automobile <br />DISTRICT- rental operations as a permitted or conditional use. <br />SMALL AUTO Fahey pointed out that the Planning Commission <br />RENTAL recommended approval provided that automobile rental <br />AGENCIES agencies were limited to four vehicles. <br />Mr. Michael Gatti, Alliance Car Rental, reported that <br />his firm made application for the text amendment. <br />Gatti informed the Council that Alliance Car Rental has <br />been located in the Little Canada Mall at 80 Minnesota <br />Avenue for the past four years, and stated that they <br />had no idea this was contrary to the City's zoning <br />ordinance. Gatti reported that Alliance Car Rental has <br />a very low profile and work through insurance companies <br />renting cars to people whose vehicles are being <br />repaired. Alliance's car rental agent will meet <br />customers at their home or the body shop and deliver <br />the rental vehicle. The office space in the Little <br />Canada,Mall is used for making reservations and <br />coordinating the delivery of cars to customers. <br />Scalze'asked how Alliance compared to Enterprise Car <br />Rental', for example. <br />Gatti reported that Alliance focuses on people who need <br />a rental car because they have been in an accident. <br />Enterprise rents to business and vacation travelers. <br />Their business is more inclusive and high profile. <br />Morelan asked if Alliance had any other locations. <br />Gatti replied that they are also located in Edina, <br />Brooklyn Park and Burnsville. <br />Morelan asked if Alliance was comfortable with the <br />limitation of four vehicles. <br />Gatti replied that they were, pointing out that his <br />margin~is so small that they cannot afford to keep cars <br />parked,in the lot. <br />There was no one from the general public present <br />wishing to comment on this matter. <br />10 <br />
