MINU'i'ES <br />CITY COUNCIL <br />APRIL 24, 1996 <br />Upon motion by Morelan, seconded by LaValle, the public <br />hearing was closed. <br />The City Planner pointed out that the Council has the <br />option of amending the B-3 text to allow small rental <br />agencies by permitted use or conditional use. The <br />Planning Commission recommended conditional use since <br />that would give the City more control. <br />Fahey pointed out that should a rental agencies violate <br />the terms of a Conditional Use Permit, that permit can <br />be revoked. The City would have more enforcement <br />authority under the CUP process. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 96-4-97 - AMENDING THE TEXT OF THE <br />GENERAL BUSINESS DISTRICT (B-3) AS RECOMMENDED BY THE <br />PLANNING COMMISSION ALLOWING BY CONDITIONAL USE PERMIT <br />LIMITED AUTO RENTAL AGENCIES, WITH THE RESTRICTION THAT <br />THESE AGENCIES WOULD BE LIMITED TO FOUR RENTAL VEHICLES <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Morelan, LaValle, Scalze, Pedersen, Fahey. <br />Nays (O). Resolution declared adopted. <br />It was pointed out that Alliance Car Rental will now <br />have to make application for a Conditional Use Permit. <br />MASSAGE The Council reviewed the application for Massage <br />THERAPY Therapist License submitted by Joan Gudmundsen. Fahey <br />LICENSE noted that the educational certificates submitted by <br />APPLICATION Ms. Gudmundsen do not come from an accredited massage <br />school. Therefore, the license application is not in <br />conformance with the City's Ordinance requirements. <br />Gudmundsen reported that years ago when massage <br />therapists went to massage school these schools were <br />avocational and did not have to be accredited. <br />Gudmundsen reported that Sister Rosalind Gefre and the <br />Minneapolis School of Massage are the only two <br />accredited massage schools, the rest being avocational. <br />Gudmundsen reported that she feels she has put in her <br />hours, and asked that she be grandfathered in. <br />Fahey pointed out that Gudmundsen is asking for a <br />change,in the ordinance to allow the licensing of <br />massage therapists who have attended avocational <br />schools.
