MINUTES <br />CITY COUNCIL <br />APRIL 24, 1996 <br />of grandfathering in since a license has not been <br />granted to Gudmundsen. Fahey asked about the 800 hours <br />of schooling listed on Gudmundsen's educational <br />certificate. <br />Gudmundsen replied that she logged in 800 hours at the <br />Touch of Life school doinq therapy. Gudmundsen <br />reported that the Touch of Life school is in the <br />process of becoming accredited. <br />Pedersen pointed out that Gudmundsen needs to submit an <br />educational certificate from an accredited school. <br />Gudmundsen stated that ordinance requirements such as <br />this will result in 50,000 massage therapists being out <br />of work. Gudmundsen commented that the Minneapolis <br />School:of Massage lobbied the City to include these <br />education requirements in its ordinance. <br />Fahey replied that no one has lobbied the City Council. <br />In developing the Massage Therapy Ordinance, the City <br />looked at ordinance requirements which adjacent cities <br />have imposed. Fahey pointed out that staff has done <br />some recent research on massage therapy licensing, and <br />their recommendation is to retain the educational <br />requirements included in the City's ordinance. Fahey <br />stated that with due respect for Gudmundsen~s <br />avocational training, he was not prepared to approve <br />her license request. <br />Morelan pointed out that the feedback staff has gotten <br />is that the City's ordinance is not a bad ordinance. <br />Gudmundsen indicated that by not approving the license, <br />the City was taking away her livelihood. <br />Scalze pointed out that another city might accept <br />Gudmundsen~s avocational training, and pointed out that <br />the City is not taking away a license from Gudmundsen, <br />but choosing not to approve a license. <br />Morelan pointed out that Gudmundsen may be a very good <br />massage therapist. However, requiring education by an <br />accredited school gives the City backing to license <br />legitimate massage therapists to operate in the City. <br />Fahey pointed out that a City license implies a stamp <br />of approval that the individual has met certain <br />standards. Fahey felt that the City had to impose <br />credible licensing requirements. <br />12 <br />
