MINUTES <br />CITY COUNCIL <br />APRIL 24, 1996 <br />STOP SIGN Fahey pointed out that the City requested the Ramsey <br />AT LITTLE County Sheriff's Department as well as Ramsey County <br />CANADA RD. Public Works to evaluate the need for an all-way stop <br />& McMENEMY at the intersection of Little Canada Road and McMenemy <br />Road. While the Sheriff's Department feels an all-way <br />stop would be beneficial at this intersection, Ramsey <br />County Public Worka feels the all-way stop is not <br />warranted based on number of accident rate and traffic <br />volummes. Both agencies have agreed that additional <br />crosswalks would be an improvement to the area. <br />Mr. Carl Aelgeson indicated the County did install all- <br />way stop signs at the intersection of County Road C and <br />Cypress Street. Helgeson stated there is much less <br />traffic in this area than there is in the Little Canada <br />Road/McMenemy Road area. Helgeson also mentioned the <br />all-way stop on Jackson Street and Lake Street. <br />Helgeson felt there was a problem for vehicles trying <br />to get onto Little Canada Road from McMenemy and head <br />west. Helgeson pointed out that there are nice parks <br />on the north side of Little Canada Road, and it is <br />difficult for pedestrians and bikers to get to the <br />parks from the area south of Little Canada Road. <br />Helgeson urged the Council to not wait for an accident <br />at the intersection before putting in an all-way stop. <br />Fahey pointed out that the grade of Little Canada Road <br />is a problem in this area. Fahey asked if more of a <br />problein would be created'by stopping Little Canada Road <br />traffic at McMenemy. <br />Scalze'pointed out that Little Canada Road is a County <br />Road. Therefore, while the City can request an all-way <br />stop at the intersection, the County would have to <br />agree to install them. Scalze pointed out that Jackson <br />Street and Lake Street are City streets. Therefore, <br />the City had the authority to install stop signs at <br />that intersection. Scalze suggested that Helgeson <br />might be successful in getting the all-way stop if he <br />made this request of his County Commissioner. <br />Helgeson pointed out the day care center, church and <br />school in the area. Helgeson felt there was no safe <br />place to cross Little Canada Road in this area. <br />Fahey pointed out that the City can request a crosswalk <br />be installed across Little Canada Road at McMenemy. <br />Howeve.r, there is no sidewalk on the south side of <br />Little Canada Road to direct pedestrian traffic to. <br />Helgeson felt the ideal situation would be to have a <br />14 <br />
