MINUTES <br />CITY COUNCIL <br />APRIL 24, 1996 <br />down their price. <br />Morelan felt that either firm could do a good job. <br />Hoisington may have a little more to offer in that they <br />are bigger on the public input piece to make sure that <br />what is designed meets with the approval of the <br />property owners and general public. <br />Fahey felt that the City would get more for its dollar <br />with Sanders & Associates. Fahey pointed out that the <br />scope of the project involves technical design, and <br />questioned how much public input would be necessary. <br />Scalze`indicated that Sanders & Associates was not <br />opposed to public input. <br />Morelan pointed out that property owners will have to <br />pay a portion of the cost of streetscape improvements <br />through the assessment process or special service <br />district. Therefore, it is very important that the <br />property owners buy into the project. Morelan <br />suggested that only one public meeting may be <br />necessary. <br />LaValle pointed out that Hoisington is doing <br />Roseville's Rice Street study. Using this firm for the <br />streetscape design could result in the projects on both <br />sides of Rice Street being tied in. <br />Scalze pointed out that Hoisington has some innovative <br />design thoughts, but that Sanders addressed aesthetics <br />on a smaller scale which might fit the area better. <br />Scalze felt that Sanders' body of work contained some <br />magnificent designs. <br />Fahey indicated that he was more interested in the <br />design,portion of the project. <br />Morelan indicated that both firms indicated the <br />importance of the public buying into the project. <br />Morelan indicated that either firm would do an adequate <br />job, but felt that Hoisinqton would be better. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 96-4-105 - RETAINING THE FIRM OF <br />HOISINGTON KOEGLER GROUP, INC.
