MYNUTES <br />CITY COUNCIL <br />APRIL 30, 1996 <br />The Administrator pointed out that a lot of cities are <br />aggressive with redevelopment. He also mentioned other <br />funding sources which can help with this project, <br />including assessments, County funds, MSA funds, TIF <br />assistance. The Administrator also pointed out that <br />the Livable Communities Act may be a good source of <br />dollars, and reported another funding cycle begins this <br />fall. <br />The Administrator suggested that he have discussions <br />with affected property owners to determine their <br />initial interest in selling the City options. If there <br />is interest, appraisals would be done to provide a <br />basis for negotiating option agreements. The next step <br />would then be to have an environmental study done. <br />Fifield indicated that he could continue work on the <br />financing aspects and rough out an RFP. Fifield <br />pointed out that the RFP is not the only route, <br />indicating that there may be developers who just walk <br />in the door with a proposal. <br />Rutzick suggested that the Council look at the <br />redeveloped Aighland Village, pointing out that that <br />redevelopment project has been very successful. The <br />City of St. Paul provided assistance for that project. <br />This is the kind of project the City could expect if a <br />couple of good anchor tenants take the corners. <br />Morelan asked how exact the RFP should be with regard <br />to uses. <br />Fifielcl pointed out that there are both office and <br />retail,uses. Fifield felt the use should be left to <br />the creativity of the developer. Restricting use might <br />cut off some tenants that the City would find <br />appealing. <br />The Administrator agreed that the City should be <br />flexible and use the Development Guide as a broad <br />parameter. <br />Scalze suggested that the City will not attract the <br />kinds of tenants that Highland Village did because of <br />the market area. <br />Pedersen stated that he was not sure the market was <br />very different, pointed out that the Rice Street area <br />also serves Roseville residents on the west side of <br />Rice Street. <br />10 <br />
