MINUTES <br />CITY COUNCIL <br />APRIL 30, 1996 <br />senior housing proposal. <br />Rutzick replied that the project stopped because the <br />Winters are not willing to sell their property. <br />Rutzick felt the City needed to be aggressive in <br />assisting developers to assemble sites. <br />The Administrator reported that he has had discussions <br />with the Winters, and they are not interested in <br />selling at this time. They are also concerned with <br />what might be developed behind their property. The <br />Administrator suggested that if development begins <br />occurring in the area, the Winters may change their <br />minds. The only other option is to condemn the <br />property, and the Council has taken the position that <br />they will not condemn residential property. <br />Scalze agreed appraisals need to be done. She <br />indicated the only criticism she has heard is that in <br />assembling parcels, the City must be fair to all the <br />property owners involved. <br />Vitale agreed, and pointed out that it must be a <br />win/win situation for both the City and the property <br />owners. Vitale stated that The Venetian Inn will <br />negotiate the best deal they can, but realizes all <br />property owners in the area will need to be treated <br />equally. <br />Morelan indicated the public perception may be that the <br />City should not be involved in financing these <br />projects. Morelan indicated, however, that it was <br />obvious to him that City involvement is necessary to <br />make the redevelopment of the area happen. <br />Vitale agreed that City involvement is necessary to get <br />redevelopment of the area going. Vitale felt there <br />were few projects that were feasible without TIF <br />dollars. <br />Fifield reported it is very difficult to do a <br />redevelopment project without TIF dollars. <br />Morelan indicated the area might redevelopment on its <br />own without City assistance.
