MINUTES <br />CITY COUNCIL <br />APRIL 30, 1996 <br />indicated that it seems the City has been putting off <br />making some long-term decisions, and it was now time to <br />do so. Morelan stated that if the Development Guide is <br />what the City wants to do, then the City should do it. <br />The City Administrator indicated that to make the <br />redevelopment of the area happen, the City must be an <br />aggressive player. <br />Morelan asked if the bank property should be <br />incorporated into the Guerin/Budget Power site. <br />The Administrator reported that the bank has indicated <br />that they would consider a new facility, but at no net <br />new cost to them. <br />Schroeder indicated that there might be a better <br />redevelopment opportunity for the bank when the City <br />gains control of the DeLonais property. <br />Fifield passed out a sketch showing how a 20,000 to <br />25,000 square foot building could look on the <br />Guerin'/Budget Power property. This sketch retained <br />Middle Street in its present location. Schroeder <br />reported that the parking shown in the drawing was 4 to <br />5 cars per 1,000 square feet. Another reason to retain <br />Middle Street is to provide for circulation which is <br />directed to the intersection of Little Canada Road and <br />Middle Street thus reducing congestion on Rice Street. <br />Scalze asked why the building is not put closer to <br />where Harold's Shoes currently exists. <br />Schroeder replied that the building might go there, but <br />the directive of the redevelopment guide is to orient <br />buildings to the street. Schroeder pointed out that <br />this sketch is a picture of what might happen if the <br />rules are followed. <br />Rutziclc reported that the developers will indicate what <br />they want. The City will have to provide options and <br />be flexible, but oan still require that a development <br />proposal fit into the City's desired pattern. Rutzick <br />felt that the marketing of the redevelopment of the <br />Rice Street/Little Canada Road area rested with both <br />the north and south sides of the intersection. The <br />rest is secondary. Rutzick felt that the location of <br />Middle Street should be loose. Rutzick indicated that <br />the City would not want to take a qood developer out of <br />the picture, but should work with them and try to <br />figure out a project. <br />7 <br />
