MINUTES <br />CITY COUNCIL <br />APRIL 30, 1996 <br />Fifield indicated that the City needs to have some <br />ideas relative to the cost of streetscape improvements <br />and how they will be paid for. Fifield pointed out <br />that this can also be a part of the negotiation process <br />with a developer. Fifield pointed out that another <br />part of negotiations with a developer may involve <br />issues such as building placement. The City will have <br />to consider what is important for the redevelopment of <br />the area, and stick to the details it determines <br />important. <br />The City Administrator indicated the larger the parcels <br />the City can assemble, the better development proposals <br />the City should receive. <br />Rutzick agreed, and pointed out that developers will <br />want to anchor themselves on a corner where there is a <br />lot of activity and where there are new businesses <br />across the street. <br />Scalze suggested the City may want to put out an RFP <br />for both the north and south sides of the corner at <br />Rice Street and Little Canada Road. <br />The Administrator felt the first step would be to <br />complete the streetscape so the City will know what the <br />area will look like and how much streetscape <br />improvements will costs. The next step would be to <br />negotiate option agreements with property owners and <br />then put an RFP together for these properties. <br />Rutzick pointed out there is a lot of aotivity in the <br />market right now, and it was the time to put out an <br />RFP. <br />The Administrator suggested the City obtain appraisals <br />so there is a basis for negotiating option agreements. <br />Next, a Phase I environmental study should be done for <br />the area. The streetscape project should move along <br />concurrently. The Administrator estimated that the <br />City would be ready to put out an RFP in August with <br />review'of submittals in the fall. <br />Scalze'asked if Ultimate Golf is interested in being a <br />part of the RFP process. <br />Vitale'reported that Ultimate Golf would like to do <br />something with their property, and would be open to <br />discussions at this point. <br />Scalze asked if Mr. Rutzick was still working on his <br />8 <br />
