MINUTES <br />CITY COUNCIL <br />JUNE 26, 1996 <br />This process was summarized as the background of the <br />Plan. A map was put together showing existing land <br />uses. A look was taken at land uses in adjacent <br />cities, primarily along Rice Street from Highway 36 to <br />694. From this review and analysis a proposed land use <br />map and plan was prepared. The Planner noted that the <br />major changes in the proposed Land Use Plan occur along <br />the Rice Street corridor, and there was an attempt to <br />consolidate land uses in this area. <br />The Planner went on to explain that the proposed Comp <br />Plan update describes the various types of uses, such <br />as auto-related commercial, neighborhood commercial, <br />etc. The Plan includes a series of goal and policy <br />statements which identify the preferences of the City. <br />The Planner indicated that the purpose of the hearing <br />this evening is to solicit public input on the Plan. <br />Pedersen pointed out that the Council has discussed the <br />idea of townhome development along portions of Rice <br />Street. Pedersen asked if this type of use is <br />identified on the proposed Land Use Plan. <br />The City Planner replied that the Rice Street <br />Development Gu.ide addresses this issue. The Guide will <br />be made a special chapter of the Comprehensive Plan. <br />Scalze asked if a medium-density residential use is <br />identified for the Maleitske property. <br />The City Planner replied that the Land Use Plan shows <br />this site as open space because of the concern about <br />how much of this property is developable. The Planner <br />noted that the City can always consider a proposal for <br />residential development on this site if one is <br />proposed. <br />The City Planner reported that the proposed Land Use <br />Plan for the west side of 35E follows the existing plan <br />except for a few changes. Those include an industrial <br />land use for the North Star Estates Mobilehome Park to <br />match the zoning of this property. The Planner pointed <br />the Land Use Plan is meant to guide redevelopment and <br />indicate the City's land use preferences. Other <br />differences occur primarily alonq Little Canada Road. <br />Property east of Jackson Street and north of Little <br />Canada Road is shown as a mid-density residential land <br />use. The Plan also talks about traffic control and <br />design issues at this intersection. <br />2 <br />
