Moving the <br />sidewalk further north could save some trees. <br />Fahey stated that he had reservations about putting the <br />median in at this time. <br />The City Administrator reported that the County's view <br />on the right-of-way issue is that they can establish <br />prescriptive use. The property in the area is Torrens. <br />However, the road existed prior to the Torrens action. <br />The County will try a cooperative approach with the <br />property owners. The County is aware that the road <br />right-of-way issue is their problem to resolve. <br />Fahey felt narrowing the road east of Market Place <br />Drive made sense. <br />Schroeder stated that he was looking for confirmation <br />of general ideas working with the cross-sections he <br />prepared. Schroeder asked if the Council supported the <br />median with protected left turn lanes from Rice to <br />Market Place Drive, and narrowinq down to two lanes for <br />the rest of Little Canada Road. The exact location of <br />Middle Street will require some study. Schroeder also <br />asked for consensus on the issue of angle or parallel <br />parking along Middle Street. <br />Fahey asked if the median would be concrete or planted. <br />Schroeder replied that in some areas the median would <br />be up to 8-feet wide. These areas would be planted. <br />Pedersen felt angle parking made the street too wide <br />which appeared out-of-scale for the area. <br />Schroeder pointed out that angle parking provided more <br />parking spaces. However, there would be parking areas <br />provided behind the buildings in addition to the on- <br />street parking. <br />Fahey felt a narrower street was more pedestrian- <br />friendly. Fahey noted that the redevelopment area is <br />small, therefore, angle parking does not make a lot of <br />sense. <br />Schroeder felt the narrower street was more conducive <br />to the elements in the Development Guide. <br />Fahey agreed and felt the narrower street was <br />consistent with the vision and plan for the area. <br />6 <br />
