MINUTES <br />CITY COUNCIL <br />JULY 24, 1996 <br />Fahey indicated he has not seen an overriding concern <br />that would necessitate lock-out devices on vending <br />machines or requiring the machines to be token- <br />operated. Fahey felt parents should be teaching <br />values, and he did not want to make vending machines <br />difficult to use for people of age. <br />Morelan pointed out that some of the surrounding oities <br />prohibit cigarette vending machines altogether. <br />Fahey pointed out the information the Council has <br />regarding tobacco requlations came from a non-smoking <br />lobbyist group. Fahey indicated there would be pro- <br />smoking lobbies which could present information <br />supporting their views. Fahey felt the City should <br />only create ordinances when there is a demonstrated <br />need to do so. Fahey also pointed out that the <br />information provided represents regulations in a few <br />cities, and there are many more cities in the State <br />that are not represented. <br />Pedersen reported he has read smoking by minors is on <br />the increase, even though children have been taught the <br />health risks of smoking from an early age. Pedersen <br />pointed out the regulations being proposed are not <br />unusual given most of the adjoining cities already have <br />these regulations. <br />Morelan pointed out that none of the cigarette license <br />holders are present this evening to voice concerns with <br />the proposed regulations. <br />LaValle felt requiring lock-out devices or tokens to <br />operate cigarette vending machines would create a <br />monetary burden on existing tax-paying businesses. <br />Fahey agreed. <br />Morelan questioned whether the businesses would be <br />required to modify the cigarette machines, suqgesting <br />the vending machine companies may have to. <br />LaValle reported that when the City of St. Paul enacted <br />this requirement, it was the businesses owners who paid <br />$300 to $500 to modify their vending machines. <br />Scalze suggested if the business owners were concerned, <br />they would have been present this evening. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />10 <br />
