MINUTES <br />CITY COUNCIL <br />JULY 24, 1996 <br />may appoint a Code Enforcement Officer, and is not <br />required to do so. <br />Mr. LaValle introduced the following ordinance and <br />moved its adoption: <br />ORDINANCE NO. 440 - ADDING CI-IAPTER 212 AND AMENDING <br />CHAPTER 601 AUTHORIZING THE CODE ENFORCEMENT OFFICER TO <br />ENFORCE THE CITY~S CODE AND ISSUE TAGS <br />The foregoing ordinance was duly seconded by Pedersen. <br />Ayes (5) LaValle, Pedersen, Fahey, Scalze, Morelan. <br />Nays (0). Resolution declared adopted. <br />ARCHITECTURAI, Scalze reported that in comparing the proposed <br />GUIDELINES architectural guidelines for the B-3 Districts with <br />FOR B-3 the guidelines for the Rice Street/Little Canada Road <br />DISTRICTS area, she noticed differences in the section which <br />addresses signage. <br />The City Planner reported that the Planning Commission <br />felt the City~s existing Sign Ordinance would regulate <br />many of the signs in the B-3 Districts. The Planner <br />reported the Planning Commission took the architectural <br />guidelines for the Rice Street/Little Canada Road area, <br />went through these guidelines item by item, and took <br />the ones they felt should be applied to the remaining <br />B-3 Districts. <br />Morelan indicated that this document is not what he <br />envisioned. Morelan felt the same architectural <br />guideli_nes were being extended to the remainder of the <br />City. Morelan stated his thought was that the downtown <br />area would be unique, and extension of the same <br />guidelines to the remaining B-3 Districts defeats that. <br />Scalze felt the Planning Commission's intent wae to <br />make the rest of the City look as good as possible to <br />compliment the redevelopment district. <br />Pedersen felt there were common design elements in the <br />two guidelines, but pointed out that applying these <br />design elements could result in a totally different <br />look. <br />Morelan pointed out that both architectural guidelines <br />talk about a French-Canadian theme, as well as window <br />size and bay width. Morelan felt while the area should <br />look similar, they should not be identical. <br />12 <br />
