MINUTES CITY COUNCIL JULY 24, 1996 may appoint a Code Enforcement Officer, and is not required to do so. Mr. LaValle introduced the following ordinance and moved its adoption: ORDINANCE NO. 440 - ADDING CI-IAPTER 212 AND AMENDING CHAPTER 601 AUTHORIZING THE CODE ENFORCEMENT OFFICER TO ENFORCE THE CITY~S CODE AND ISSUE TAGS The foregoing ordinance was duly seconded by Pedersen. Ayes (5) LaValle, Pedersen, Fahey, Scalze, Morelan. Nays (0). Resolution declared adopted. ARCHITECTURAI, Scalze reported that in comparing the proposed GUIDELINES architectural guidelines for the B-3 Districts with FOR B-3 the guidelines for the Rice Street/Little Canada Road DISTRICTS area, she noticed differences in the section which addresses signage. The City Planner reported that the Planning Commission felt the City~s existing Sign Ordinance would regulate many of the signs in the B-3 Districts. The Planner reported the Planning Commission took the architectural guidelines for the Rice Street/Little Canada Road area, went through these guidelines item by item, and took the ones they felt should be applied to the remaining B-3 Districts. Morelan indicated that this document is not what he envisioned. Morelan felt the same architectural guideli_nes were being extended to the remainder of the City. Morelan stated his thought was that the downtown area would be unique, and extension of the same guidelines to the remaining B-3 Districts defeats that. Scalze felt the Planning Commission's intent wae to make the rest of the City look as good as possible to compliment the redevelopment district. Pedersen felt there were common design elements in the two guidelines, but pointed out that applying these design elements could result in a totally different look. Morelan pointed out that both architectural guidelines talk about a French-Canadian theme, as well as window size and bay width. Morelan felt while the area should look similar, they should not be identical. 12
