MINUTES <br />CITY COUNCIL <br />JUI,Y 24, 1996 <br />The Administrator replied that he did not believe so <br />given that Granley temporarily assumed the Code <br />Enforcement Officer duties in lieu of the City's hiring <br />an Code Enforcement Intern because of the lack of <br />qualified individuals who applied for that advertised <br />position. The Administrator reported that Granley will <br />resume her other duties in mid-August. <br />Fahey suggested in the future if the consensus is to <br />create a permanent Code Enforcement position, there <br />should be discussion on whether or not the City should <br />advertise the position. <br />Mr. Fahey introduced the following resolution and moved <br />its adoption: <br />RESOLUTION NO. 96-7-178 - APPOINTING MARY GRANLEY AS <br />THE CITY~S CODE ENFORCEMENT OFFICER <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Fahey, LaValle, Morelan, Scalze, Pedersen. <br />Nays (0). Resolution declared adopted. <br />REFUSE Counci'1 reviewed the City Administrator's memo dated <br />5ERVICE July 19, 1996 recommending a rate revision to the <br />CONTRACT City's Refuse Service Contract. The memo indicates <br />tipping fees have decreased for haulers, and this <br />savings should be passed on to residents. While the <br />contract provides various mechanisms for rate <br />increases, it does not provide for reductions. The <br />Administrator outlined two options. The reduction in <br />tipping fees could be passed on to residents, but given <br />an increase in recycling fees, that savings would be <br />approximately $.25 per month. The second option would <br />be to stabilize rates through the contract period <br />versus the potential for periodic increases. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 96-7-179 - DIRECTLY THE ADMINISTRATOR TO <br />NEGOTIATE AN AMENDMENT TO THE REFUSE SERVICE CONTRACT <br />WHICH PROVIDES FOR THE STABILIZATION OF RATES OVER THE <br />INITIAL THREE-YEAR TERM OF THE CONTRACT <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (5) Scalze, Pedersen, LaValle, Morelan, Fahey. <br />Nays (0).
