MINUTES <br />CITY COUNCIL <br />AUGUST 14, 1996 <br />resolving these problems. <br />Morelan asked if there was anything the City could do <br />to promote the VIPS and CAO programs. <br />Luey reported that the City has done a good job in <br />getting the message out through newsletter articles, <br />cable TV announcements, etc. Luey reported that he <br />would contact the City in the future for help with <br />additional publicity. <br />Lt. Mike Shanley, Ramsey County Sheriff~s Department, <br />reported that a few weeks ago deputies who regularly <br />patrol Little Canada sat down with City staff to <br />discuss how the deputies could assist the City with <br />code enforcement efforts. As a result of those <br />discussions, the deputies suggested some City ordinance <br />amendments. The first would allow the right of entry <br />of City employees, particularly police and inspectors, <br />into mobile home courts for the purposes of making <br />inspections for compliance with codes, ordinances, and <br />State laws. The second involved the enforcement of <br />traffic regulations on private roads within a mobile <br />home court, and the third involved prohibiting vehicles <br />from parking on any street for more than 30 minutes <br />between the hours of 2 A.M. and 6 A.M. The deputies <br />also suggested that parking of unlicensed vehicles on <br />private property be declared a violation which is not <br />subject to the normal nuisance abatement process. <br />Fahey asked if the parking restriction would be applied <br />to a situation where a homeowner has overnight guests <br />and there is no room in the driveway to park. <br />Shanley reported that some of the contracting cities <br />have this ordinance. When a homeowner needs to park <br />overnight on the street because of a guest or driveway <br />repairs, they call the Sheriff's Department for a <br />variance. The patrol office is informed, and no tag is <br />issued. Shanley indicated the restriction can be an <br />inconvenience, but it aids the Sheriff's Department in <br />patrolling efforts. <br />With regard to storage of unlicensed vehicles on <br />private property, Shanley reported that the ordinance <br />amendment would allow the Sheriff's Department to issue <br />a tag without having to go through an abatement <br />procedure. Shanley indicated the problem usually <br />arises with abandoned vehicles in apartment complex and <br />shopping center parking lots. <br />3 <br />
