MINUTES <br />CITY COUNCIL <br />AUGUST 28, 1996 <br />cooperation. <br />The City Attorney indicated there are situations where <br />the authority granted by this ordinance could be <br />challenged. To preclude a challenge, the Attorney <br />suggested the mobilehome court property owners sign <br />consent forms. The Attorney pointed out the Sheriff's <br />Department wants the right to enter authority and to <br />enforce traffic regulations within the mobilehome <br />courts. The Attorney indicated the question is whether <br />the City Council wants the Sheriff's Department to do <br />this enforcement. <br />Fahey and Scalze replied that they did, indicating <br />these residents of the City were entitled to protection <br />just like any other property owner in the City. <br />Moore indicated she would give her consent to <br />enforcement in the North Star Estates mobilehome park. <br />Moore indicated her tenants want the same consideration <br />any other Little Canada resident gets. <br />Morelan asked why a mobilehome park owner would not <br />want this ordinance adopted. <br />The City Attorney pointed <br />mobilehome park residents <br />property. <br />out the issue is that the <br />are tenants on private <br />Fahey pointed out the Sheriff's Department patrols the <br />City's streets which run by private property. Fahey <br />felt patrolling the mobilehome park is no different. <br />Fahey felt that the Sheriff's Department had this <br />authority regardless of whether the ordinance was <br />adopted or not. Fahey felt that the ordinance should <br />be adopted in the interest of public safety. Fahey did <br />not feel the Council should debate with a mobilehome <br />park owner whether the Sheriff's Department should or <br />should not patrol within their park. <br />Morelan suggested he would be more comfortable with <br />this issue if it were tabled and a letter sent to the <br />mobilehome park owners asking for their input. Morelan <br />suggested there was no harm tabling the matter for two <br />weeks until this input could be obtained. <br />Fahey felt if the mobilehome park owners disagreed with <br />the ordinance, it would give them the impression that <br />the Sheriff's Department would not patrol their park. <br />Fahey felt patrollinq by the Sheriff's Department was <br />only a small intrusion on private rights. <br />14 <br />
