MINU'PE5 <br />CITY COUNCIL <br />AUGUST 28, 1996 <br />Mr. LaValle introduced the following ordinance and <br />moved its adoption: <br />ORDINANCE NO. 444 - AN ORDINANCE ADDING CHAPTER 404 OF <br />THE MUNICIPAL CODE OF THE CITY OF LITTLE CANADA <br />RELATING TO TRAFFIC <br />The foregoing ordinance was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Fahey, Pedersen. <br />Nays (1). Morelan. Ordinance declared adopted. <br />OVERNIGHT Council reviewed the survey of surrounding cities which <br />PARKING outlines overnight parking regulations in force in each <br />REGULATIONS of these cities. Fahey suggested the overnight parking <br />ban between the hours of 2 A.M. and 6 A.M. proposed for <br />Little Canada seems to be the most restrictive of any <br />city. Fahey also felt having this restriction in force <br />throughout the year seemed unnecessarily broad when the <br />primary reason is to keep streets clear for snow <br />removal purposes. <br />Pedersen pointed out the ban was suggested by the <br />Sheriff's Department in order that they can monitor <br />cars coming into the City during the early morning <br />hours. <br />Fahey felt a City-wide overnight parking ban put an <br />undue restriction on property owner. <br />Morelan agreed, pointing out the burden would also be <br />placed on City staff in issuing overnight parking <br />permits. Morelan asked if the Sheriff's Department was <br />actively tagging cars which violated snow emergency <br />parking regulations. <br />The City Administrator replied that it was, although <br />not always consistently. <br />LaValle stated that rather than enact a City-wide <br />overnight parking ban, he would rather have snowbirds <br />tagged and towed. LaValle felt a"get-tough" <br />enforcement of snow emergency parking regulations was <br />the answer. <br />Dave Frison, East Rose Place, reported there is an <br />overnight parking problem on East Rose Place. There <br />are typically 5 to 11 vehicles parked on the street, <br />which Frison felt was a public safety issue. Frison <br />stated that he would like to see the Council address <br />problem streets such as East Rose Place. <br />15 <br />
