MINi7TES <br />CITY COUNCIL <br />AUGUST 28, 1996 <br />Fahey pointed out that one of the uses of a public road <br />is for parking vehicles, in addition to travel. Cars <br />parked on-street are common place in many cities. <br />Frison felt the street should not be used for the <br />storage of vehicles. <br />Scalze pointed out that there are no sidewalks along <br />many City streets, therefore, on-street parking causes <br />a problem for pedestrians. <br />Morelan indicated he drove down several City streets <br />the other night, and reported he observed that East <br />Rose Place and Sylvan Street had the worst on-street <br />parking problems. There were approximately 8 cars <br />parked on East Rose Place and 2 on Sylvan Street. <br />Given this number of vehicles, Morelan indicated he did <br />not see a good reason for enacting a City-wide <br />ordinance banning overnight parking. <br />Fahey suggested problem areas could be posted as no <br />overnight parking rather than adopting an ordinance <br />which impacts everyone else in the City. Fahey <br />suggested staff put together a recommendation listing <br />the problem areas and a solution for addressing the on- <br />street parking. <br />Frison suggested the City survey the property owners <br />and see if they support the no overnight parking ban. <br />Scalze indicated the City usually posts streets at the <br />request of the neighborhood. <br />Fahey indicated a public safety issue is not a <br />popularity contest. Public safety problems must be <br />addressed regardless of whether the majority of <br />property owners favor the solution or not. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 96-8-204 - DIRECTING STAFF TO PUT <br />TOGETHER A RECOMMENDATION TO ADDRESS THE ON-STREET <br />PARKING PROBLEMS ON EAST ROSE PLACE BETWEEN LAKESHORE <br />AVENUE AND JACKSON AND ON SYLVAN STREET BETWEEN ROUND <br />LAKE TRAIL AND COUNTY ROAD C, AS WELL AS ANY OTHER <br />PROBLEM AREAS IT IS AWARE OF <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Morelan, LaValle, Scalze, Fahey, Pedersen. <br />Nays (0). Resolution declared adopted. <br />16 <br />
