MINUTES <br />CITY COUNCSL <br />AUGUST 28, 1996 <br />PREMISES Mr. Morelan introduced the following resolution and <br />PERMIT - moved its adoption: <br />LITTLE <br />CANADA RESOLUTION NO. 96-8-200 - APPROVING THE APPLICATION <br />CANADIAN FOR PREMISES PERMIT FOR PULL-TAB LOCATION AT THE <br />DAYS - SAXON LANES AS REQUESTED BY LITTLE CANADA CANADIAN <br />5AXON I~ANES DAYS <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Morelan, Scalze, Fahey, LaValle, Pedersen. <br />Nays (0). Resolution declared adopted. <br />PLANT Council reviewed the request of Viking Drive residents <br />PARTNERSHIP for participation in the Minnesota Department of <br />PROGRAM Transportation's Plant Partnership Program. This <br />program allows for the planting of trees and shrubs on <br />highway right-of-way provided the City sponsors the <br />maintenance of the plant materials. The Viking Drive <br />residents have agreed to provide this maintenance. <br />The City Administrator suggested if the project proves <br />successful, the City may want to promote it to other <br />neighborhoods in the City which abut freeways. <br />One of the Viking Drive residents asked if it would be <br />their responsibility to remove any trees which may be <br />blown down in a storm or tornado. <br />Fahey replied that the language of the agreement would <br />require residents to provide maintenance and <br />replacement, if necessary. It was the consensus of the <br />Council that should such a catastrophe occur the City <br />would be willing to discuss the options with the <br />property owners. <br />Another resident asked if enterinq into this agreement <br />would preclude the construction of a sound barrier if <br />funding becomes available in the future. Council <br />agreed that was a possibility, but pointed out it has <br />been many years since a sound barrier was constructed <br />in Little Canada. <br />The Viking Drive residents indicated they would like to <br />participate in the program and asked for the City's <br />endorsement. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 96-8-201 - AUTHORIZING APPLICATION BY <br />8 <br />
