MINi7TES <br />CITY COUNCIL <br />SEPTENIBER 11, 1996 <br />but was a first step in cleaning up an eyesore area. <br />Fahey noted there is a spread of opinion in the <br />neighborhood and felt there needed to be a balance of <br />the reality that the street is for driving and parking <br />vehicles on. Fahey pointed out an overnight parking <br />ban would not seriously impact residents with overnight <br />guests since the City would provide overnight parking <br />permits upon request. However, there are cars being <br />parked on East Rose Place for months at a time without <br />being moved, and the City has no ordinance to prohibit <br />that practice. <br />LaValle did not feel an overnight parking ban would <br />address the public safety issue. <br />Morelan suggested with the overnight parking ban in <br />place, some residents would park in their driveways <br />when coming home after work so they did not have to go <br />back out and move their vehicles later. <br />LaValle indicated he was not sure a 29-foot wide street <br />would be adequate for on-street parking. <br />Morelan pointed out that the City had a 32-foot width <br />minimum in place, however, decreased that minimum for <br />streets which were not heavily traveled. Morelan <br />indicated that not many City streets are designed to <br />accommodate on-street parking, and perhaps only a <br />certain amount of temporary on-street parking. <br />Pedersen asked if anything would be accomplished if one <br />side of the street was posted as no parking. <br />Frison felt that would punish property owners on one <br />side of the street. <br />Morelan felt the best solution would be to post the <br />north side of the street as no parking, and post the <br />south side of the street as no overnight parking. <br />However, in the interim, he was willing to post both <br />sides as no overnight parking and see how that <br />situation works. Morelan indicated he can appreciate <br />the comments of the property owners about the problems <br />this action will create. However, there are many other <br />people with the same situation and they seem to make it <br />work without parking on the street. <br />Fahey indicated he favors moving more narrowly to begin <br />with, therefore, would favor an overnight parking ban. <br />Fahey suggested that be reviewed in a year to see how <br />12 <br />
