MINi1TES
CITY COUNCIL
SEPTENIBER 11, 1996
it is working. Fahey felt property owners on a narrow
street need to make a better effort to make sure public
safety is not compromised. Fahey also felt the
overnight parking ban would alleviate the problem with
vehicles parked on the street for extended periods of
time.
Frison asked if the ban could be concentrated in the
area of the duplex. Frison noted there are problems in
this area which need to be addressed.
Scalze indicated she did not want to selectively impose
a no parking ban, and suggested posting the entire
street was a preferable way to address the problem.
Frison was concerned the occupants of the duplex would
park their vehicles on the grass once the street is
posted.
The City Administrator reported that the Code limits
parking of vehicles to the designated area leading to
the garage, and prohibits vehicles from being parked in
the yard area. If that occurs, it will be a code
enforcement matter for the City.
Fahey suggested that once the street is posted, the
Sheriff's Department be informed to enforce the
overnight parking ban. Fahey indicated that other code
violations will be enforced as well.
Morelan pointed out that the City has sent several
letters to the owners of the duplex asking for
compliance to the Code. Cooperation is not happening,
and in order to preserve the neighborhood, citations
will need to be issued. Morelan also indicated that
both sides of East Rose Place should be posted no
overnight parking at this time.
LaValle felt posting
public safety issue.
area of the duplex,
should be targeted.
the street would not address the
The problem seems to be in the
and LaValle felt that problem
Fahey felt both City staff and the Sheriff's Department
should focus on this problem area and any violations of
the ordinance which are occurring.
Morelan pointed out that on-street parking is not a
violation of the ordinance. However, posting the
street as no overnight parking may help address some of
the problems in the area of the duplex.
13
