MINiJTES <br />CITY COUNCIL <br />SEPTEI~ffiER 11, 1996 <br />The City Administrator noted that residents will be <br />able to request special parking permits for overnight <br />guests and family gatherings. <br />Scalze pointed out that the City has tried to work with <br />the owners of the duplex, but it appears those efforts <br />have not worked. Scalze pointed out the Code requires <br />there be adequate off-street parking for both single- <br />family homes and duplexes. <br />Dave Kegley felt the overnight parking ban was an <br />attempt to solve a different problem. Kegley pointed <br />out there is on-street parking in the City of St. Paul. <br />These are narrow streets and it seems to work. Kegley <br />felt there was a hole in the Code which is preventing <br />the City from solving the problems at the duplex. As a <br />result, the City is looking to address the problem in <br />another way. <br />Scalze pointed out that there are sidewalks in the City <br />of St. Paul for pedestrian traffic. In Little Canada <br />residents must walk on the street. Little Canada <br />properties also have driveways which provide off-street <br />parking area. <br />Fahey agreed the overnight parking ban should be <br />imposed, but felt it should be reviewed after a year to <br />see if it is working. <br />Kegley again stated he felt the City should concentrate <br />on the problem, not go in a different direction with <br />the parking ban. <br />Fahey felt there were two problems. The first is the <br />on-street parking problem, and the second is that a <br />number of vehicles are parked on the street for <br />extended periods of time. The overnight parking ban <br />may address the first problem, which is a public safety <br />problem. If not, the next step would be to ban on- <br />street parking entirely. Fahey stated that he favored <br />the less restrictive approach initially to see if it <br />will solve the public safety problem. Fahey also <br />pointed out that the City will undertake code <br />enforcement measures at the duplex property. <br />Kegley stated that he did not feel the overnight <br />parking ban will solve the code problems. Kegley <br />stated he will live with the parking ban, but does not <br />feel it will resolve the issue. <br />Pedersen did not feel the overnight parking ban would <br />14 <br />
