MINUTES <br />CITY COUNCIL <br />SEPTII'4BER 11, 1996 <br />resolve the issue. The issue is the code violations <br />occurring at the duplex. Pedersen pointed out the <br />overniqht parking ban was raised by the Sheriff's <br />Department. The Department had requested the ban City- <br />wide in order to assist them in monitoring night-time <br />activities within the City. <br />Fahey pointed out that the Council decided to focus on <br />certain areas where problems are perceived. In the <br />case of East Rose Place, the overnight parking ban is a <br />step to address problems in that neighborhood. If this <br />does not work, the next step might be to post one side <br />of the street as no parking at any time. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 96-9-221 - INSTRUCTING PUBLIC WORKS TO <br />POST BOTII SIDES OF EAST ROSE PLACE FROM LAKESHORE <br />AVENUE TO JACKSON STREET AS NO OVERNIGHT PARKING <br />BETWEEN THE HOURS OF MIDNIGIIT AND 6 A.M., AS IS POSTED <br />IN THE RUTH STREET AREA <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (3) Morelan, Scalze, Fahey. <br />Nays (2) LaValle, Pedersen. Resolution declared <br />adopted. <br />Council discussed Sylvan Street from Round Lake Trail <br />to County Road C. <br />Sharon Rogholt, 2713 Sylvan Street, again requested <br />that the west side of Sylvan Street be posted as no <br />parking for the reasons she expressed earlier in the <br />meeting. <br />Morelan indicated he was nervous imposing the overnight <br />parking ban when there is only one resident of the <br />neighborhood present making the request. Morelan <br />suggested the Council accept the recommendation of the <br />Public Works Director to retain the status quo on the <br />street unless other property owners step forward to <br />request a change. <br />Fahey pointed out that the tenants in the multiples are <br />parking on the west side of the street in front of the <br />single-family homes when there is adequate off-street <br />parking available. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />15 <br />
