MINUTES CITY COUNCIL SEPTII'4BER 11, 1996 RESOLUTION NO. 96-9-222 - INSTRUCTING PUBLIC WORKS TO POST THE WEST SIDE OF SYLVAN STREET BETWEEN ROUND LAKE TRAIL AND COUNTY ROAD C AS NO OVERNIGHT PARKING BETWEEN THE HOURS OF MIDNIGHT AND 6 A.M. WHILE RETAINING THE PARKING BAN ON THE EAST SIDE OF TI-IE STREET The foregoinq resolution was duly seconded by Fahey. Ayes (4) LaValle, Fahey, Pedersen, Scalze. Nays (1) Morelan. Resolution declared adopted. Fahey indicated that the Code Enforcement Officer and/or the Sheriff's Department should begin issuing citations to the owners of the duplex on East Rose Place for any code violations. Fahey also suggested that staff contact surrounding cities to determine their ordinance regulations for the parking of campers. ASSESSMENT The City Attorney reported that the assessment appeals APPEALS filed by Waite, Marzitelli, and McDonough have been tried. The ruling on the waite appeal has been issued, and the court upheld the City's assessment. The question now is whether or not Mr. Waite will appeal the ruling. No decision has been issued on the other two appeals. RECESS At this point in the meeting, 9:15 P.M., Council took a short recess. The meeting was reconvened at 9:25 P.M. TAX The Council reviewed the recommendation of the Parks & FORFEITED Recreation Commission to release for public sale the PROPERTIES tax forfeited properties on Park/Lake Streets and on Ruth Street. Mr. Morelan introduced the following resolution and moved its adoption: RESOLUTION NO. 96-9-223 - INSTRUCTING STAFF TO INFORM RAMSEY COUNTY TO PROCEED WITH THE PUBLIC AUCTION OF TAX FORFEITED PROPERTIES AT PARK/LAKE STREETS AND ON RUTH STREET AS RECOMMENDED BY THE PARKS & RECREATION COMMISSION The foregoing resolution was duly seconded by Scalze. Ayes (5) Morelan, Scalze, Pedersen, Fahey, LaValle. Nays (0). Resolution declared adopted. 16
