MINU'I'ES <br />CITY COUNCIL <br />SEPTEMBER 11, 1996 <br />FULL-TIME The City Administrator reported that at the budget <br />PARKS & workshop meeting, he indicated the impact of <br />RECREATION hiring a full-time Parks & Recreation Assistant would <br />ASSISTANT be $24,000 to the 1997 Budget. This was incorrect, and <br />the impact would actually be $12,000. <br />The Parks & Recreation Director indicated he is aware <br />the City Council wants to keep the net tax levy <br />increase as low as possible. In keeping with this, the <br />Director indicated he is prepared to not pursue the <br />full-time Parks & Recreation Assistant position for <br />1997. While he still feels the full-time position is <br />the prudent thing to do, he will replace the part-time <br />assistant who is leaving at the end of 1996, and see <br />how that works out during 1997. <br />Fahey suggested the part-time position be advertised, <br />and the Director see if it is possible to hire someone <br />who has some availability during day-time hours. Fahey <br />stated that his first priority is to get sufficient <br />administrative and secretarial support for the City's <br />department heads. <br />The Administrator asked if that should take precedent <br />over code enforcement. <br />Scalze did not feel that was a clear precedent. <br />LaValle felt the City needed enough staff to do the <br />job, and pointed out that the City currently has <br />something positive going with code enforcement. <br />Scalze felt computerizing parks and recreation <br />information would also be a time-saver for the <br />Director. <br />Fahey felt that clerical support staff needed to be <br />assigned to the Director on a permanent basis. This <br />would help alleviate the long hours put in by the <br />Director. The technology piece is also important. <br />It was the consensus of the Council that the City <br />Administrator should work out the issues of clerical <br />support staff for Parks & Recreation as well as <br />continued code enforcement activities. A <br />recommendation should then be made to the Council as <br />part of the budget process. <br />17 <br />
