MINUTPES <br />CITY COUNCIL <br />SEPTEMBER 11, 1996 <br />1997 Fahey reported that the City Council held a budget <br />PRELIMINARY workshop on Monday, September 9th. In reviewing the <br />BUDGET & proposed budget it was the consensus of the Council <br />TRUTH IN to certify a preliminary 1997 Budget net levy increase <br />TAXATION of 3.5%. The Council will do additional budget review <br />HEARINGS between now and Deoember to attempt to reduce that <br />increase even further. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 96-9-224 - APPROVING THE PRELIMINARY <br />1997 TAX LEVY IN THE AMOUNT OF $1,501,065 WHICH <br />REPRESENTS A 3.5% NET LEVY INCREASE <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Pedersen, Morelan, Fahey. <br />Nays (0). Resolution declared adopted. <br />Council discussed dates for the Truth In Taxation <br />Hearings as well as the December Council meeting <br />schedule. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 96-9-225 - SCHEDULING THE CITY'S TRUTH <br />IN TAXATION HEARING FOR TUESDAY, DECEMBER 3, 1996 AT <br />7:00 P.M., SCHEDULING A CONTINUATION HEARING FOR <br />TUESDAY, DECEMBER 17, 1996 AT 7:00 P.M. IF NECESSARY, <br />AND RESCHEDULING TIiE DECEMBER REGULAR CITY COUNCIL <br />MEETINGS HOLDING ONE REGULAR MEETING ON WEDNESDAY, <br />DECEMBER 18, 1996 AT 7:30 P.M. AND CALLING FOR THE 1997 <br />BUDGET HEARING TO TAKE PLACE AT THE DECEMBER 18TH <br />REGULAR COUNCIL MEETING <br />The foregoing resolution was duly seconded by Morelan. <br />Ayes (5) Scalze, Morelan, Fahey, Pedersen, LaValle. <br />Nays (0). Resolution declared adopted. <br />OUTDOOR Council reviewed staff's report outline the fact that <br />SALES & in eliminating the rolling over of certain conditional <br />DISPLAYS uses from the B-2 District to the B-3 District, "open <br />outdoor service, sales, and rental" was eliminated as a <br />use in the B-3 District. This subsequently effects the <br />B-W, I-1 and PUD Districts as well. Therefore, in <br />order to accommodate business owners in the City who <br />may wish to conduct one-time sidewalk sales, Christmas <br />tree sales, seasonal supply sales, and special event <br />18 <br />
