MINUTES CITY COUNCIL OCTOBER 9, 1996 There were three tables of food not five feet away from the residents, and none of them went after the food or the children running around with food. One resident of the area asked how AME can operate a business in a residential area. Fahey pointed out that State Law overrules any local regulations. In the early 1980's when the social policy was to move group homes into residential settings, Little Canada was one of the first cities to challenge this policy and the City lost in Court. The Court ruled it would be helpful to these individuals to be located in a residential setting. Fahey requested that the neighborhood report any code violation issues to the City, and noted that a listing of contact numbers will be provided residents. McGraw requested that if neighbors have any problems or concerns, they first contact AME so they have an opportunity to resolve the matter. If neighbors are not getting satisfaction, then the appropriate licensing agencies and/or the City should be contacted. However, McGraw requested the opportunity to respond to neighbors concerns initially. McGraw stated that he appreciated the concerns and questions of the neighborhood, and was confident the group home would be good neighbor. Fahey thanked everyone for their participation in this discussion. RECESS At this point in the meeting, 8:45 P.M., the Council took a short recess. The meeting was reconvened at 8:55 P.M. CONSENT Mr. Morelan introduced the following resolution and AGENDA moved its adoption: RESOLUTION NO. 96-10-247 - REMOVING ITEM #12, APPROVAL OF 1997 INSURANCE AGENDA OF RECORD, FROM THE CONSENT AGENDA FOR DISCUSSION PURPOSES The foregoing resolution was duly seconded by Pedersen.
