MINUTES <br />CITY COUNCIL <br />OCTOBER 9, 1996 <br />There were three tables of food not five feet away from <br />the residents, and none of them went after the food or <br />the children running around with food. <br />One resident of the area asked how AME can operate a <br />business in a residential area. <br />Fahey pointed out that State Law overrules any local <br />regulations. In the early 1980's when the social <br />policy was to move group homes into residential <br />settings, Little Canada was one of the first cities to <br />challenge this policy and the City lost in Court. The <br />Court ruled it would be helpful to these individuals to <br />be located in a residential setting. Fahey requested <br />that the neighborhood report any code violation issues <br />to the City, and noted that a listing of contact <br />numbers will be provided residents. <br />McGraw requested that if neighbors have any problems or <br />concerns, they first contact AME so they have an <br />opportunity to resolve the matter. If neighbors are <br />not getting satisfaction, then the appropriate <br />licensing agencies and/or the City should be contacted. <br />However, McGraw requested the opportunity to respond to <br />neighbors concerns initially. McGraw stated that he <br />appreciated the concerns and questions of the <br />neighborhood, and was confident the group home would be <br />good neighbor. <br />Fahey thanked everyone for their participation in this <br />discussion. <br />RECESS At this point in the meeting, 8:45 P.M., the Council <br />took a short recess. The meeting was reconvened at <br />8:55 P.M. <br />CONSENT Mr. Morelan introduced the following resolution and <br />AGENDA moved its adoption: <br />RESOLUTION NO. 96-10-247 - REMOVING ITEM #12, APPROVAL <br />OF 1997 INSURANCE AGENDA OF RECORD, FROM THE CONSENT <br />AGENDA FOR DISCUSSION PURPOSES <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (5) Morelan, Pedersen, Scalze, LaValle, Fahey. <br />Nays (0). Resolution declared adopted. <br />Mrs. Scalze introduced the following resolution and <br />10 <br />
