MINUTES CITY COUNCIL OCTOBER 9, 1996 moved its adoption: RESOLUTION NO. 96-10-248 - APPROVING THE CONSENT AGENDA WHICH CONTAINS TAE FOLLOWING: *APPROVAL OF TEMPORARY LIQUOR LICENSE FOR THE HALLOWEEN DANCE TO BE HELD ON OCTOBER 26, 1996 BY THE LITTLE CANADA RECREATION ASSOCIATION; *APPOINTING JEAN DONOVAN AND MARY ANN O'KANE AS ELECTION JUDGES FOR TAE NOVEMBER 5, 1996 GENERAL ELECTION; *CANCELLING THE SPECIAL MEETING/WORKSHOP SCHEDULED FOR OCTOBER 16, 1996; *CALLING A BUDGET WORKSHOP ON OCTOBER 23, 1996 AT 6:00 P.M.; *REQUESTING THE CITY'S 1997 SCORE RECYCLING GRANT FUNDS FROM RAMSEY COUNTY; *CALLING FOR PRE-PAYMENT OF G.O. TIF BONDS OF 1988 AS RECOMMENDED BY STAFF; *APPROVING THE VOUCHERS The foregoing resolution was duly seconded by Pedersen. Ayes (5) Scalze, Pedersen, Morelan, Fahey, LaValle. Nays (0). Resolution declared adopted. FEAISIBILITY Paul Heuer, City Engineer, presented the Council with REPORTS EOR feasibility reports for improvements proposed for 1997. 1997 The Engineer reported that the first project is East IMPROVEMENTS Brooks Avenue. This improvement was considered both in 1992 and 1994. Due to opposition from the property owners, the improvement was postponed. The Engineer reported that the improvement is for the reconstruction of East Brooks Avenue at a 28 foot width, with concrete curb and gutter. Total cost of the project is estimated at $76,000, and the estimated assessment would be $45 per front foot. The next feasibility study was for the improvement of Australian Avenue west of Lakeshore. The improvement is for reconstruction of the street at a 28 foot width, concrete curb and gutter, and a 30-foot cul-de-sac. Due to the fact that there is only 40 feet of right-of- way for Australian Avenue, it will be necessary to obtain temporary construction easements. Estimated 11
