MINUTES <br />CITY COUNCIL <br />OCTOBER 9, 1996 <br />moved its adoption: <br />RESOLUTION NO. 96-10-248 - APPROVING THE CONSENT AGENDA <br />WHICH CONTAINS TAE FOLLOWING: <br />*APPROVAL OF TEMPORARY LIQUOR LICENSE FOR THE HALLOWEEN <br />DANCE TO BE HELD ON OCTOBER 26, 1996 BY THE LITTLE <br />CANADA RECREATION ASSOCIATION; <br />*APPOINTING JEAN DONOVAN AND MARY ANN O'KANE AS <br />ELECTION JUDGES FOR TAE NOVEMBER 5, 1996 GENERAL <br />ELECTION; <br />*CANCELLING THE SPECIAL MEETING/WORKSHOP SCHEDULED FOR <br />OCTOBER 16, 1996; <br />*CALLING A BUDGET WORKSHOP ON OCTOBER 23, 1996 AT 6:00 <br />P.M.; <br />*REQUESTING THE CITY'S 1997 SCORE RECYCLING GRANT FUNDS <br />FROM RAMSEY COUNTY; <br />*CALLING FOR PRE-PAYMENT OF G.O. TIF BONDS OF 1988 AS <br />RECOMMENDED BY STAFF; <br />*APPROVING THE VOUCHERS <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (5) Scalze, Pedersen, Morelan, Fahey, LaValle. <br />Nays (0). Resolution declared adopted. <br />FEAISIBILITY Paul Heuer, City Engineer, presented the Council with <br />REPORTS EOR feasibility reports for improvements proposed for 1997. <br />1997 The Engineer reported that the first project is East <br />IMPROVEMENTS Brooks Avenue. This improvement was considered both in <br />1992 and 1994. Due to opposition from the property <br />owners, the improvement was postponed. The Engineer <br />reported that the improvement is for the reconstruction <br />of East Brooks Avenue at a 28 foot width, with concrete <br />curb and gutter. Total cost of the project is <br />estimated at $76,000, and the estimated assessment <br />would be $45 per front foot. <br />The next feasibility study was for the improvement of <br />Australian Avenue west of Lakeshore. The improvement <br />is for reconstruction of the street at a 28 foot width, <br />concrete curb and gutter, and a 30-foot cul-de-sac. <br />Due to the fact that there is only 40 feet of right-of- <br />way for Australian Avenue, it will be necessary to <br />obtain temporary construction easements.
