MINUTES <br />CITY COUNCIL <br />OCTOBER 9, 1996 <br />cost of the project is $122,000, and the estimated <br />assessment rate would be $45 per front foot. <br />Bluwood Avenue is the next street proposed to be <br />reconstructed with a 28 foot width, concrete curb and <br />gutter and a 40-foot radius cul-de-sac. There is 100 <br />feet of right-of-way along most of Bluwood, and the <br />City Engineer recommended the Council consider vacating <br />excess right-of-way to property owners on the north <br />side of the street. The project would also involve the <br />addition of two fire hydrants. Estimated cost of the <br />project is $138,000, and the assessment rate is <br />proposed at $45 per front foot. <br />The final feasibility report was for the improvement of <br />Arcade Street from County Road D to Keller Parkway. <br />This roadway was turned over to the City as part of the <br />County's functional consolidation program. In 1994 the <br />City designated the street as a Minnesota State Aid <br />street, and has been collecting MSA funds for the road. <br />The Engineer reported that he is proposing Arcade <br />Street between County Road D and LaBore Road be 30 feet <br />in width, while the section between LaBore Road and <br />Keller Parkway be 32 feet in width. Street grades are <br />proposed to be lowered to match adjacent properties. <br />An 8 foot-wide trail is proposed on the west boulevard <br />between LaBore Road and Keller Parkway adjacent to the <br />curb. An 8-foot wide trail is proposed from County <br />Road D to LaBore Road with 5 feet of separation from <br />the curb. <br />The Engineer reported that he has been working with the <br />Watershed on drainage concerns in this area, and the <br />Watershed has requested the City include cleaning Ditch <br />7A in the improvement. The Engineer pointed out that <br />this will have a greater impact on some properties with <br />street improvements on the front and ditch improvements <br />in the back. Therefore, the issue should be discussed <br />with the affected property owners to determine their <br />feelings. <br />The Engineer also reported that the project includes <br />the installation of water main on Arcade Street between <br />Keller Parkway and LaBore Road. This water main would <br />serve both Little Canada on the west side of Arcade <br />Street and Maplewood on the east side. <br />The Engineer reported that total project costs are <br />estimated at $1,170,000. Assessments are estimated at <br />$45 per front foot for street improvements, and $3,840 <br />per lot for water main. The project would be paid for <br />12 <br />
